The Northport Veteran Affairs Medical Center is currently recruiting for a Program Specialist (Picture Archive Communication System Administrator) with the Diagnostic Imaging Service. The incumbent will be responsible for day-to-day operations of PACs and Voice Recognition systems. The incumbent will work closely with the Chief of Radiology, Radiology ADPAC, and IT staff to ensure timely and complete digital image data into the PACS system.

Duties

The Program Specialist PACS Administrator reports to the Facility Chief Information Officer (FCIO) of Information Resources Management (IRM), & the Supervisory Information Technology Specialist Manager (Customer Support) the Information Technology Specialist (PACS Administrator) is responsible for overseeing and maintaining the operational status of the picture archiving and communication system (PACS) and related hardware and software, such as the Voice Recognition System. Additionally, this individual will act as a liaison in digital imaging initiatives within the department and other departments. Receiving technical direction from the Supervisory Information Technology Specialist Manager either directly or via YOUR IT tickets. The individual is responsible for overseeing and coordinating existing and new PACS and digital imaging initiatives within the Imaging Service, identifying emerging needs in regards to PACS, ongoing training of staff in use of PACS and Voice Recognition, coordination with the PACS vendor and others involved in the maintenance of the PACS, coordination with modality vendors regarding connections of new imaging equipment to PACS, and day-to-day technical maintenance of the PACS and associated interfaces. The Incumbent will work collaboratively as part of a team with the FCIO of IRM, & the Supervisory Information Technology Specialist Manager (Customer Support) PACS Administrators at all other VISN 2 sites. This position may require occasional travel to other VISN 2 sites and/or outreach events. Duties include, but are not limited to: Maintenance of PACS System Daily Functionality: 60% Responsible for day-to-day operation of PACS and Voice Recognition equipment, including image workflow, archiving, interfaces, auto routing, and prefetching and other related activities. Investigates and troubleshoots specific operational problems related to PACS and digital image distribution within all clinical operational areas, working closely with I.T. staff, vendor personnel, CACs, and others, as necessary. Coordinates activities with PACS Administrators at other VISN 2 Medical Centers. Works closely with radiology's quality management personnel to identify and design future needs and efficient workflow processes, which include further integration into operations. Provides first-line technical support for image transmission and voice recognition and display errors related to modalities which include Vista interface, display workstations, printers, Artificial Intelligence software, reconstruction software, cloud base other forms of image sharing (CD/DVD uploads downloads), and voice recognition system. Planning, Oversite Implementation of New Technology, and Initiatives: 20% Works closely with the Radiology Chief, Chief of IRM, and the Supervisory Information Technology Specialist Manager (Customer Support), oversees and coordinates strategic planning for medical imaging initiatives. Works closely with the Radiology Chief, Chief of IRM, and the Supervisory Information Technology Specialist Manager (Customer Support) in the development of operating standards, policies, and procedures. Responsible for PACS budget preparation and monitoring of the operating budget. Oversees activities of vendors in all phases of installation and implementation of new PACS-related systems, as well as interfacing of new imaging equipment to PACS. Assists as needed with outside community care studies in transferring USB data to discs for uploading into PACS. Administration: 20% Ensures all department, hospital, and JCAHO guidelines are met for operation. Attends and participates in Radiology and IRM departmental and other hospital meetings. Prepares reports for administration on all aspects of digital imaging operations as appropriate or directed Other duties and functions, as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in assisting in image workflow, archiving, auto-routing, quality control, and system maintenance. Knowledge in developing methods and programs to evaluate, monitor and maintain digital imaging and voice recognition systems. Knowledge of healthcare regulations, patient privacy and data security, to ensure compliance. Understanding of appropriate policies, operating procedures, information flow; and basic computer networking and connectivity concepts. Ability to coordinate with medical staff, PACs Administrators, and IT personnel to ensure imaging procedures are conducted accurately. Ability to provide training and support to end-users, and to liaise with vendors and other stakeholders. Skill in researching and or/analyzing problems, issues, or program requirements supporting the functions of a digital imaging system. NOTE: Experience must be fully documented on your resume. To qualify based on education for this grade level, you must possess a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher-level graduate education leading to such a degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with your application materials. You must have an equivalent combination of specialized experience and higher-level level graduate education as described above.
