Duties
Serve as Building Manager and Deputy to the G4.
Responsible for providing analytical, planning, advisory, operational or evaluative work involving the management, maintenance and execution of workspace and building services.
Oversee the daily operations and maintenance of classroom, office, collaborative and common use spaces.
Serve as Safety Management Coordinator, Building Fire Marshall and Emergency Manager and Facility Force Protection Officer.
Assist in providing logistical support to the U.S. Army War College (USAWC) and facility tenants, providing oversight of requisition operations to include contracting and government purchase cards.
Serve in the capacity of Billing Official (primary or alternate).
Supervise employees, develop performance standards, assign work and evaluate employees.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position has a requirement to lift up to 50 pounds in the regular performance of duties.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
- This position may require the incumbent to be on-call after normal duty hours to support the mission.
- The incumbent must complete and maintain the Contracting Officer Representative (COR) certification-related training requirements within the timeframe associated with the position's COR level.
- The incumbent must complete and maintain the Government Purchase Card (GPC) certification-related training requirements within the timeframe associated with the position's Alternate Billing Official level.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience, which includes: 1) Identifying improvements and/or maintenance needs for buildings and/or facilities; 2) Recommending or assisting with building space planning, space utilization, and/or space allocation; 3) Monitoring work performance for completion; AND 4) Preparing various correspondence and/or reports, such as, work orders, memorandums, or service agreements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Logistics Management, or another related field.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
