About the Position: Carlisle Barracks is an installation at the center of the Army and Department of Defense Senior Leadership educational programs. This historic post supports missions such as the U.S. Army War College, (including the Center for Strategic Leadership, Strategic Studies Institute and USAWC Press, U.S. Army Heritage and Education Center), and Department of Health Agency, Peacekeeping and Stability Operations Institute, and the Installation Management Command.

Duties

Serves as Building Manager and Deputy to the G4 Responsible for providing analytical, planning, advisory, operational or evaluative work involving the management, maintenance and execution of workspace and building services Oversee the daily operations and maintenance of classroom, office, collaborative and common use spaces Coordinate and provide assistance to curator efforts working closely with the command, curation teams, USAHEC, and the USAWC Foundation, and AV/ IT Contractors Serve as Safety Management Coordinator, Building Fire Marshall and Emergency Manager and Facility Force Protection Officer Assist in providing logistical support to the USAWC and facility tenants Oversee and direct the care and maintenance of ceremonial and display items and their use such as State, International, Service, and special position flags as authorized in support of USAWC events Serve in the capacity of Billing Official (primary or alternate) Perform personnel management duties

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a SECRET security clearance.
  • May be required to work evenings, weekends and/or holidays to support the mission.
  • Must be able to obtain and maintain Contracting Officer Representative certification.
  • Must complete Government Purchase Card Billing Official training in the allotted timeframe after appointment.
  • Must complete a pre-employment physical exam and annually after appointment.
  • Must be able to lift up to 50 lbs.
  • May be required to be on-call after normal duty hours to support the mission.
  • Must complete a one-year supervisory probationary period, if not previously completed.

Specialized experience is defined as: 1) managing building operations of a large complex; 2) assisting with maintenance management for a large complex facility; 3) performing building maintenance quality control checks. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-09) or equivalent pay band. OR Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills and abilities necessary to perform the work of the position such as Business Management, Business Administration, or Logistics Management. OR Combination of education and experience. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementOral CommunicationPlanning and EvaluatingProject Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
