About the Position: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) Facilities and Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Utilize preconstructed molds and form blocks to manufacture a variety of plastic parts or items.
Utilize adhesives, solvents and volatile chemicals, daily, to apply rubber and foam gasketing and insulation in shelters and vans.
Manufacture a variety of structural composite panels (i.e. honeycomb, Kevlar, fiberglass, graphite).
Estimate amount of adhesive filler needed for a repair.
Assist in the repair and installation of wood paneling, roofs, including joining and matching of plywood sheets and molding, cabinets, work tables, and benches for shelters and vans.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Composite Worker ~ without more than normal supervision to include: 1) installing or removing composite or plastic parts, items, assemblies, or structures; 2) working with wood, plastics, or composite materials; and using rough sketches, manufacturers' manuals, and blueprints related to composite work; AND 3) determining proper sequence and proportions for weighing, mixing, and blending ingredients by hand or machine. I can utilize rulers, squares, forms, and templates to measure materials and trim lines. - Failure to meet this Screen out Element will result in an ineligible rating.
To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. Your application will be further evaluated to determine if you meet the best qualified cut-off for referral to the selecting official.
Physical Efforts: Work assignments require moderate effort, and the incumbent frequently stands, stoops, bends, kneels, reaches, and works in uncomfortable positions. Subject position frequently lifts and carries materials, parts, industrial materials and equipment weighing 40 pounds or less. Occasionally they may lift and carry items weighing up to 50 pounds, with the aid of mechanical lifting devices or assistance from other workers. Considerable bending and stretching is required when laying out and cutting material and worker is required to climb onto worktable and work on hands and knees when fabricating large articles. Considerable bending, stretching, stooping and kneeling is required when installing floor and ceiling coverings. Occasionally worker must lie on back to install gasketing and other
materials and work in other awkward positions. Worker must use care to practice proper, bending and lifting techniques to avoid injuries and follow safety regulations.
Working Conditions: Worker usually works in a shop environment or inside shelters and vans that are adequately heated, ventilated and lighted. They are sometimes required to work in small, dark, confined spaces or outside. They are also subject to dust and lint from fabrics, fumes and odors from adhesives, solvents and cleaners and noise from industrial machines and other industrial processes. Incumbent is required to wear safety clothing and Protective Personal Equipment (PPE) according to the shop assigned and the safety
regulations for that shop. PPE may include but is not limited to: safety shoes, cut gloves, safety glasses, rubber gloves, hearing protection and respirators. Enrollment in the Hearing Conservation and Respiratory Protection program. May be required depending on the assigned duties. May occasionally have to use ladder, scaffolding, and platforms, using proper safety devices and harness. Chance of cuts, from careless use of hand and power tools and from flying splinters or chips. Frequently exposed to sawdust, and loud noise from power saws and tools.
