The Administrative Officer is located in the Office of the Neurology Care Line at the Houston Veterans Affairs Medical Center and reports directly to the Care Line Executive.
Duties
Major Duties will consist of but not limited to:
Purchases equipment and expendable supplies for the department.
Leads in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management.
Applies knowledge of personnel administration including position classification, grievance procedures, performance standards, and disciplinary actions.
Serves as a key figure in manpower utilization program assuring recruitment and retention within approved ceilings are maintained.
Advises top management of elements considered unacceptable from the standpoint of quality patient care and utilization of resources.
Facilitates various staff meetings and other committee meetings.
Conducts special analytical studies to resolve critical programmatic, organizational, or functional problems.
Work Schedule: Monday- Friday, 7:30am - 4:00pm; subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/31/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience performing administrative and clinical functions in the health care delivery system, and coordinate and control programs and resources; experience coordinating and managing programs and resources; ability to analyze data in order to identify areas of improvement and making changes to help systems run more smoothly and efficiently; proficient in administrative laws, policies, regulations, and precedents regarding administration programs; experience in the analysis and evaluation of programs and issues, with the ability to assign proper personnel to the appropriate job functions. This experience must be supported by your resume to be creditable.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. May require occasional travel to CBOC's, Baylor College of Medicine or VISN.
