Southern District of Texas; Houston, TX The selectee of this position serves as a Administrative Officer. You will be responsible for overseeing all administrative matters for the district which is comprised of seven offices throughout southern Texas.

Duties

As a Administrative Officer at the GS-0341-14 level, some of your typical work assignments may include: Serve as second level supervisor overseeing all District administrative matters. Serve as the organization's principal financial officer. Serve as the federal appropriations law and financial policy subject matter expert for the District. Manage the District procurement, property management, and records management programs. Provide advice and assistance to District management and subordinate staff on human resource related matters. Ensure compliance with human resources requirements, including, but not limited to hiring, position descriptions, awards, performance standards, performance appraisals, the Worker's Compensation Program; preparation, review, submission, and coordination of personnel actions requests; and time and attendance management. Qualifications

GS-14 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS-14 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You may qualify at the GS-0341-14 level, if you fulfill one of the following qualifications: Specialized Experience: One year of specialized experience which includes; 1.) Utilizing accounting and fund control systems to maintain proper financial regulation compliance; AND 2.) Experience preparing performance standards and ratings for subordinate employees; AND 3.) Utilizing purchasing regulations, methods, and procedures to acquire services and supplies; AND 4.) Acts a liaison with Human Resources on various personnel related issues/matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
