The Council of the Inspectors General on Integrity and Efficiency (CIGIE) is an independent agency, functions as the membership organization for all Federal IGs and provides vital services to OIGs across the government.
The Deputy Executive Director (Training) provides executive leadership, planning, direction, and coordination for all activities relating to the CIGIE Training Institute which include development and implementation of plans, policies, procedures & standards for operations.
Duties
Directs/Manages the day-to-day operations of the CIGIE Training Institute. Advises CIGIE on planning, education and training policy, and performance support operations at the strategic level. Provides executive oversight of the Institute's administrative functions, including human resources, budget/financial management, procurement, performance management, and facilities coordination. Oversees the Institute's process to: (1) identify and hire qualified volunteers and contractors to serve as instructors, (2) evaluate instructor performance, and (3) review lesson plans prepared by the course instructors to ensure compliance with professional standards and technical and educational objectives.
Advises CIGIE on major initiatives that will improve the academies' and Institute's operations, performance support, knowledge sharing and learning management. Periodically evaluates mission, vision, strategy, and program goals for the Institute. Represents the Institute at meetings and conferences. Prepares the Institute's annual budget and assessment plan for CIGIE's approval and properly conducts financial recordkeeping and accounting for the Institute's finances. Coordinates Institute activities with the OIG community, the CIGIE committees, FLETC, the federal investigative and criminal justice community, officials of other federal agencies, and national officers of professional organizations.
Oversees and coordinates delivery of training programs to meet the learning objectives and needs of federal, state, local, and international OIG communities. Develops learning curriculum to meet the needs of professionals in the IG community, in consultation with CIGIE committees. Coordinates curriculum adjustments with CIGIE committees to: (1) develop, initiate, drop, or curtail courses; (2) adjust resources to be devoted to particular projects; and (3) make needed changes in emphasis of programs.
Supervises the Directors of the academies of Leadership and Mission Support, Audit, Inspection and Evaluation, and Inspector General Criminal Investigator Academy (IGCIA).

Qualifications
As a basic requirement for entry into the Senior Executive Services (SES), each applicant must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of executive-level management capabilities that are directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Technical Qualifications listed below. The ideal candidate will have experience managing employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirements in addition to all executive and technical qualification factors will automatically disqualify an applicant.
Must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-15) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties the position. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes: The ideal candidate would have experience supervising employees directly and through subordinate supervisors, experience in program management/direction, and knowledge of training and instructional design.

The Office of Personnel Management has identified five executive core qualifications (ECQs). Mandatory Technical Qualifications (MTQs)- *Required Documentation*
MTQs are designed to assess an applicants experience relevant to the specific position requirements. Each MTQ narrative response must 1.) not exceed two pages per narrative statement; 2.) include specific examples of your experience, education, and/or accomplishments; and 3.) address specific challenges, contexts, actions, and results.
Demonstrated experience directing a complex service-delivery program, to include managing the program's human capital and business/financial operations and mission support functions. Inherent to this qualification is the demonstrated ability to assess program operations, understand and prioritize customer needs, and develop operational plans to address customer needs.
Demonstrated experience leading a service-delivery program, to include effectively communicating program aspects and results to stakeholders, and diplomatically negotiating complex issues to achieve program results.
