This position is in Region 8, Land, Chemicals, and Redevelopment Division, Brownfields and Revitalization Branch. Qualifications

NOTE:  You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-09 level, you must have one of the following: 1 year of full-time* specialized experience equivalent to at least the GS-07 level defined as Assisting in the evaluation of program plans, facility progress reports, statistical data, and/or background information for compliance with program guidelines and regulations; and providing oral or written briefings to management on specific technical and policy issues. master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; the education must provide the knowledge, skills, and abilities necessary to do the work of the position equivalent combination of education and experience Your answers to the online assessment will be used to evaluate your competencies in the following areas:  Knowledge of Federal Acquisition Regulations (FAR), cost control procedures regarding contractual assistance, contract management, and cost accounting record keeping and procedures. Knowledge of federal grants, cooperative agreements, and interagency agreements regulations, policies, and procedures, sufficient to manage a limited range of routine grants, cooperative agreements, and interagency agreements. Ability to manage limited projects, establish goals and assess progress toward their achievement and adjust work operations and program objectives to meet targets. Knowledge of applicable federal environmental statutes and regulations including Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Brownfields, Pollution Prevention Act, Solid Waste Disposal Act, and State Voluntary Cleanup Programs. Skill in written communication. Skill in oral communication. Ability to utilize software programs to assist in data management and analysis, and for summarizing large amounts of information. Ability to evaluate and advise on site revitalization and reuse, land use planning, redevelopment financing, pollutant source reduction, and/or waste minimization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
