About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Duties
Serve as a RNEC Cybersecurity Division (CSD) Chief and Installation Information Systems Security Manager (ISSM) with a span of responsibility that encompasses two branches.
Manage the division staff engaged in executing and enforcing Army Information Technology Portfolio (AITP) services, policies, standards, architectures, programs, plans, and budget for Information Technology (IT)
Apply functional IT expertise in the delivery of AITP services in recognizing, anticipating, detecting, and responding when an operational, business, or organizational change will have consequences on the delivery of AITP services.
Ensure that shared situational awareness is achieved by fast, precise communications among all Army network enterprise echelons.
Supervise the short and long-range planning for the division'’s operations, including systems and network Compliance and Operations adherence.
Anticipate and prepares for military contingencies or surges in workload as well as putting in place mechanisms to accommodate ongoing evolution of customer requirements.
Serve as staff advisor to the Regional Director on matters relating to the Cybersecurity vulnerabilities and threats to computer systems.
Provide Cybersecurity support and policy guidance to the Regional Installations and tenant commands.
Provide guidance and support for the protection of information technology systems, Installation Campus Area Network (ICAN), Local Area Networks (LAN'’s), and Wide Area Networks (WAN'’s).
Provide supervision through assigned subordinate supervisors in the daily operations for delivery of AITP.
Coordinate the work of branches to ensure that short-term and long-term goals and objectives are met.
Establish effective communications and a positive work environment.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- This position is designated Critical-Sensitive therefore the employee must be able to obtain and maintain a Top-Secret Security Clearance based on a Tier 5 background investigation.
- Must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter according to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program.
- Overtime and on-call duty may be required on short notice to include nights, holidays, and weekends in support of related mission requirements.
- Subject to callback requirement to report to duty within 2 hours of notification due to mission requirements.
- Employee may be required to possess a valid motor vehicle driver’s license.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

To qualify based on your experience, your resume must clearly describe the following quality experience:
implementing and maintaining a cybersecurity program; overseeing and recommending appropriate technical strategies to resolve complex and persistent IT security challenges; developing organizational level policies or procedures related to cybersecurity; and applying cybersecurity policy, techniques, and technologies to enhance the cybersecurity program.
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.

Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
