About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Duties
Administrate UNCLASSIFIED and CLASSIFIED Local Area Networks (LANs), Wide Area Network (WAN), Defense Information System Agency (DISA) Point of Presence (POP), ....
attached circuits, telephone switch systems, and advanced network communication devices.
Provide design and implementation of the efficient and effective interaction of all interconnected data
processing devices, systems, and independent Local Area Networks (LANs).
Formulates short and long-term goals across the Regional AOR that takes broad view and achieves significant results in support of organizational goals and long-term vision that include Local Network Enterprise Centers (LNECs),
Collaborate with other RNEC SMEs in developing workflow interfaces to streamline services delivery and customer support.
Plan and coordinate studies to determine feasibility and practicality of requested automation, which usually involve gathering data from network and systems engineers, and equipment analysts.
Conduct site surveys for observation of work processes; consults with subsystem application teams and counterparts in other agencies; and coordinate simulation studies or testing of equipment.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- This position is Non-Critical Sensitive, and incumbent must obtain and maintain a SECRET clearance based on a Tier 3 Background Investigation, the highest security clearance commensurate with classified messaging available to the Installation.
- This position requires at least Basic Proficiency Level training and certification IAW DoDMs 8140.03 and 8140.01
- Certification Education Training Chart per the specified DCWF code 441 (Network Operations Specialist), which must be obtained within nine months of appointment and maintained for continued employment.
- This position requires a computing certification.
- Incumbent must obtain and maintain an industry awarded Network Administrator certification, i.e., Cisco Certified Network Administrator (CCNA) or Juniper Networks Certified Internet Associate-Juniper Operating System (JNCIA-JUNOS).
- Incumbent is required to complete this certification within 9 months of official start date.
- Must possess a valid state motor vehicle driver's license.
- Overtime and on-call duty may be required on short notice to include nights, holidays, and weekends in support of related mission requirements.
- May be required to perform 24x7 shift work in support of operational IT related mission/after duty hours on call/emergency requirements.
- Subject to callback requirement to report to duty within 2 hours of notification due to mission requirements.
- Physical required for lifting and carrying materials up to 50 lbs.

To qualify based on your experience, your resume must describe at least one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.
To qualify based on your experience, your resume must clearly describe the following quality experience:
integrating, operating, or optimizing multi-vendor LAN or WAN technologies; modifying network device configurations to meet security requirements; developing Standard Operating Procedures (SOPs), guides, or process maps related to network operations or problem/incident resolution; and identifying, diagnosing, or resolving complex network performance issues and outages.
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
