The Attorney Advisor position is in the Office of the Deputy Director, Office of Legislative Affairs. The OLA carries out the judiciary's legislative liaison activities with Congress, other government entities, and private sector organizations with an interest in legislation and other activity affecting the judicial branch.
Duties
The Office of Legislative Affairs (OLA) is seeking a self-motivated, experienced Attorney Advisor to join its team. The OLA is responsible for working with the Judicial Conference of the United States and its committees to develop Judicial Conference positions on legislative issues; promoting legislative initiatives approved by the Judicial Conference; identifying and monitoring congressional activity that could impact the Judiciary; and developing and coordinating responses to all policy or legislative inquiries from Congress. This position will report to the Legislative Affairs Officer in the OLA.
The incumbent must have excellent legal research and analytical skills. The incumbent should possess strong professional management and problem-solving skills as well as strong written and verbal communication skills. The ideal candidate must have experience in identifying and providing analysis of complex legal and legislative issues for executive-level decision makers in exercising sound judgment to negotiate solutions and execute decisions on behalf of executive-level officials.
The duties of this position include, but are not limited to:
Identifying key issues, monitoring, and analyzing legislation for its impact on the federal Judiciary and its relationship to established Judicial Conference policy.
Drafting legislation and accompanying documents that describe and justify legislative initiatives or positions on legislative proposals.
Serving as a point of contact and developing and maintaining communications with congressional committee staff and members of Congress on matters of interest to the Judiciary.
Researching and analyzing complex issues of judicial importance and communicating proposals and views on behalf of the Judicial Conference.
Developing and implementing strategies for presenting information to congressional staff.
Writing, reviewing, and managing a variety of written communications, such as executive correspondence, congressional testimony, speeches, and reports; and describing and supporting the Judiciary's legislative activity, proposals, and positions.
Reporting on congressional hearings, markups, and briefings, as well as conferences and meetings conducted outside of Congress on legislative issues.
Developing, proposing, and implementing plans for legislative priorities.
Organizing, conducting, attending, and reporting on judicial briefings, meetings, and presentations including those between the judicial branch and Congress, relating to the legislative priorities of the Judicial Conference.
Providing expert advice to judicial branch officials, including Judicial Conference Committees and their staff on: legislative process, legislative strategy, legislative branch negotiations, congressional perspectives, and development of policy proposals as they relate to potential or actual legislation.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Bar Membership: Applicants must currently be an active member in good standing of the bar of a state, territory, the District of Columbia, the Commonwealth of Puerto Rico or a federal court of general jurisdiction. Post J.D. Experience: Applicants must also possess 4 years of post J.D. experience.
Specialized Experience: Subsequent to graduation from law school, applicants must have at least one full year (52 weeks) (preferably 3 years) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL areas defined below:
Expertise in the legislative process to formulate, implement, and lead congressional activities.
Expertise in preparing legal memoranda, legislative documents, and explanatory materials, congressional testimony, executive-quality correspondence, speeches, and reports.
Expertise in assessing complex information to identify key issues and appropriate solutions.
Experience in negotiating legislative and policy solutions of substantial impact, sensitivity and complexity.
Highly Desired:
Conducting oversight activities for a federal congressional committee, department, or agency.
Education
Applicants must possess a law degree (J.D.) from a law school accredited by the American Bar Association (ABA). Qualifying education must have been obtained from an accredited college or university recognized by the Department of Education.
