This position is located in the Operations and Administration Division (OAD) of the National Capital Planning Commission (NCPC). The incumbent is responsible for the full range of work in seven of the ten human resource specialties (classification, compensation, recruitment and placement, employee benefits, employee development, performance management and employee relations), and serves as the back up to the AO in areas such as budget, finance, and general administration.
Duties
As a Human Resource Officer GS-0201-14, duties may include, but are not limited to, the following:
Providing supervision of staff responsible for maintaining a variety of financial management, administrative and support services.
Providing authoritative advisory services and/or developing authoritative policy interpretations in the areas of recruitment and placement, classification, organization complement, and various personnel related issues.
Supporting the AO by providing expert advisory and consultative services on administrative issues, including organizational structure, human capital and utilization, assignment of administrative work priorities, and organizational interrelationships.
Analyzing and evaluating procedures and policies to improve the efficiency and effectiveness of the organization through knowledge of the mission, organization, and work processes.
Supporting workforce planning initiatives to include managing the agency's staffing plan and position management evaluation functions and administering the agency's Performance Management and Incentive Awards Programs.
Practicing sound judgement and effective management when assigning work, combining or separating duties, establishing or abolishing positions, and in fulfilling other HR management duties and responsibilities.
Qualifications
Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience includes providing advisory human capital management services in areas of organizational policy, recruitment and placement, classification, organizational structure, and overseeing a variety of administrative and personnel related support services.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Qualifications are based upon meeting specialized experience only. Education cannot be used to qualify for this position.
