This position serves as Chief of Optometry for the Phoenix Indian Medical Center in Phoenix, AZ. Within this role, the incumbent provides leadership, develops, coordinates, and evaluates a comprehensive eyecare program for the facility and oversees the same for outlying clinics and field services.
Duties
Plan, implement and direct the optometry eye care program.
Establish and maintain working policies of the eye clinic (i.e. scope of services, daily operation policy, short and long term goals and objectives in response to patient care needs)
Provide emergency eye care services including diagnosis and treatment of ophthalmic trauma and pathology consistent with hospital clinical privileges.
Provide clinical support to multiple outlying Service Units/facilities, and shares professional staff on a national level with the Joslin Vision Network (JVN).
Develop, implement, evaluate and revise performance improvement programs to evaluate quality, appropriateness and effectiveness of eye care services provided.
Prepare and submit reports as required (monthly departmental, PI and QA) Develop and update policies and procedures for the effective and efficient management and operations of the optometry department.
Supervise staff, students and volunteers, including: employee performance reviews, position description revisions, monitoring mandatory hospital training attendance, approving leave, approving travel and training, conducting disciplinary/corrective actions as needed, processing incident reports and corrective actions, appropriately addressing concerns raised by employees or labor union representatives, coordinating staff schedules to maintain appropriate coverage etc.

Qualifications

Individual Occupational Requirements:
Basic Requirements
Education: Applicants must have a Doctor of Optometry degree from an educational program that is accredited by the Accreditation Council on Optometric Education(external link) (ACOE) at the time the degree was obtained.
Licensure: Applicants must have received a passing score on the National Board of Examiners in Optometry(external link) (NBEO) examinations and possess a current, full, and unrestricted license to practice optometry in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Providing technical guidance to optometry staff; reviewing and/or revising policies and procedures; assisting with quality assurance activities; diagnosing, managing, and treating conditions and diseases of the human eye and visual system such as examining eyes, diagnosing problems or impairments, prescribing corrective lenses, and prescribing therapeutic drugs to treat specific eye conditions; and operating optometric diagnostic and treatment instruments and equipment.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
