This position is located in the Eye Clinic at the Phoenix Indian Medical Center. The purpose of this position is to provide direct and comprehensive primary, preventative and therapeutic medical optometric care to individuals across the spectrum of age and development within a high risk population in a responsible, respectful and caring manner. This position reports to the Program and Chief of the Optometry Department.

Duties

**This position is being announced concurrently under Delegated Examining Plan (DE) procedures. Please review vacancy announcement number IHS-24-PX-12442463-DE; for eligibility requirements. NOTE: Applicants must apply separately for each announcement in order to be considered.** Diagnosis of visual and ocular problems through external and internal physical examination of the eye and adnexa. Treatment of visual disorders through prescription of corrective lenses (to include contact lenses) and vision training and pharmacological means. Performance of minor surgical procedures including, but not limited to, anterior segment foreign body removal, corneal debridement, and suture removal. Diagnose and treat a wide range of eye disease to include but not limited to glaucoma as well as diagnose and facilitate the management of related systemic condition such as diabetes, high blood pressure, thyroid, sexually transmitted diseases, and rheumatologic conditions. A significant portion of the patient population is elderly and/or in poor health and requires the diagnosis and sustained management of chronic eye conditions such as cataracts, glaucoma, degenerative corneal and retinal diseases. Management of these conditions are often complicated by several ocular and systemic comorbidities. Develops and implements projects and programs designed to investigate and control particular eye hazards and/or vision problems. Provides community based screening programs including Head Start and kindergarten school screenings and screenings for diabetic retinopathy. Routine duties shall include providing eye care services, including refractions, to individuals eligible for services provided by the Indian Health Service in homes, schools, clinics, job sites, and other community locations within the designated Service Unit.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Education: Applicants must have a Doctor of Optometry degree from an educational program that is accredited by the Accreditation Council on Optometric Education (external link) (ACOE) at the time the degree was obtained. Licensure:Applicants must have received a passing score on the National Board of Examiners in Optometry (external link) (NBEO) examinations and possess a current, full, and unrestricted license to practice optometry in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-12: Applicants must meet the above basic requirements qualify for GS-11 grade level, in addition to the requirements for the GS-11 (or equivalent) level, applicants must meet one of the following requirements: One year completion of a residency program in an institution accredited for such training; OR One year of professional experience as an optometrist that is equivalent to at least the GS-11 grade level. Your resume must demonstrate at least one (1) year of professional experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience in providing technical guidance to optometry staff; reviewing and/or revising policies and procedures; assisting with quality assurance activities, etc. Experience in hospital-based optometry includes the diagnosis and management of ammetropias, ocular infections, ocular inflammatory and autoimmune conditions, dry eye conditions, glaucoma, macular degeneration, diabetic eye disease, ocular trauma and binocular dysfunctions; and operating optometric diagnostic and treatment instruments and equipment. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
