Duties
Plans and directs traffic management activities.
Plans and manages the command’s programs for transporting a wide range of commodities via all modes of transportation to CONUS and OCONUS customers.
Evaluates the traffic management operation through the performance of staff studies and developments, review and analysis of traffic management date and procedures.
Prepares and develops staff studies and provides technical services to assure the most adequate and cost-effective overall traffic program for DLA Distribution.
Provides technical expertise and training to transportation elements at all DLA Distribution sites through regularly scheduled assistance visits to review operating and workload functions.
Assists in developing and preparing formal budget requirements, estimates personnel and fund requirements and analyzes statistical and cost reports to identify inefficient operations and recommends corrective action.
Conducts formal and informal conferences with officials from the commercial industry, staff representatives from higher headquarters, MACOMS, and other DoD activities.

- Must be able to obtain and maintain required hazardous materials handling certifications.
Qualifications
To qualify for a Traffic Management Specialist, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities.
- Conducting surveys and studies of traffic management functions, operating methods, procedures, and performance.
- Making presentations on traffic matters before Federal, State, or local regulatory bodies.
- Performing loss and damage prevention work related to policy procedures formulation and studies of traffic operations and services.
- Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and chargers thereof, and classification of commodities.
- Providing advisory services involving commodity analysis from the transportation standpoint.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
