This position is located in within US Department of Agriculture, Departmental Administration, Office of Human Resources Management, Employee and Labor Relations Division, Employee Relations Branch. The incumbent is responsible for protecting the Department against fraud, waste, loss and misappropriation, assuring accuracy and reliability of records and reports, verifying compliance with all laws, regulations and policies while promoting the maximum economy and efficiency of the federal service.
Duties
Assists the Chief, and/or the Director, Employee Labor Relations Division, in formulating and recommending policies, programs, plans and procedures governing employee relations functions.
Provides administrative and technical supervision to the staff. Develops and implements strategic, long-term, and short-term program plans. Evaluate employee and organizational effectiveness and makes adjustments if needed.
Provides authoritative interpretation of policy, guidance, and assistance to staff elements of Headquarters USDA and subordinate agencies.
Represents Office of Human Resources Management at conferences and meetings pertaining to specialized functional areas of responsibility.
Stays abreast of new legislation, regulations, and other Federal government initiatives.
Evaluates guidance from Office of Personnel Management, as well as decisions issued by courts of appropriate
jurisdiction (e.g., Merit Systems Protection Board and Equal Employment Opportunity Commision to determine applicability to USDA.
Develops Departmental position documents and materials and prepares Departmental directives, issuances, memoranda, and other written guidance and recommendations with respect to employee relations.
Collaborates with the Director, ER Division and develops Departmental-wide training, guidance, and informational vehicles to assist, train, and inform managers and employees in a broad range of employee relations functional areas.
Requirements

- If selected, you may be required to serve a probationary or trial period as applicable to appointment type.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience:
GS-14: One year of specialized experience, equivalent to the GS-13 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Supervisory Human Resources Specialist. For this position, the specialized experience is (1) directing, leading, or conducting internal investigations into employee misconduct; (2) planning, organizing, or directing employee relations work; and (3) communicating technical information in oral and written formats to a wide variety of audiences, including an organization's leadership.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
