Duty Location: Lower Colorado Basin Region, Yuma Area Office, Resource Management Office, Water and Lands Contracts Group, Water Contracts Team located in Yuma, AZ.
Full time telework and remote work not available; housing not provided.
Duties
Meets with other Bureau of Reclamation personnel, customers, potential customers, customer organizations, state agencies, Native American entities, and other affected parties as appropriate to develop specific and general contract provisions in compliance with BOR and departmental policy and regulations, and to negotiate, explain, or interpret contractual provisions.
Administers executed contracts and agreements in accordance with applicable policy to ensure full compliance with contractual provisions.
Responds to requests from customers, applicants for water service, water rights holders, water user groups, and other parties regarding Federal water contracting and repayment programs and applicable Reclamation law and policy.
Monitors water use of existing contract water users and reviews and evaluates proposed water uses in order to recommend whether the use or proposed use is in compliance with guidelines established by the rules and regulations for administering Colorado River water
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience (below) and/or education requirement - this information must be clearly supported in the resume. To qualify at the GS-07 level, your resume must reflect one year of full time (40 hr/week) experience equivalent to the GS-05 level in Federal service reviewing contract provisions for clarity and adequacy; assisting in researching and analysis, and interpretation of business, financial, and/or industrial related data and information; or monitoring vendor performance through contacts and review of progress and other reports and information. You could otherwise qualify on the basis of education having 1 full academic year of graduate education or law school or superior academic achievement. You may combine specialized experience and education to meet the minimum qualifications.
The superior academic achievement provision is to be used to determine eligibility for applicable GS-07 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for bachelor's degree from an accredited college or university with a qualifying grade point average (GPA), class standing, or honors society. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time in Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees who have a break in service of less than one year, are required to meet the time in grade restriction of one year of Federal experience at the next lower-grade (GS-05) with few exceptions as outlined in 5 CRF 300.603(b).
You must meet all Eligibility and Qualification requirements, including time in grade and any selective placement factors if applicable, by 11/08/2024.
Education
