This position is located under the United States Department of Labor (DOL), Employment and Training Administration (ETA), San Francisco Regional Office. This position is inside the bargaining unit.

Duties

Duties Listed Below are at the Full Performance Level (FPL) of GS-12: Ensures grantees deliver agreed upon products and services, achieve negotiated performance outcomes, and operate in accordance with programmatic, administrative, and budgetary requirements. Conducts on-site compliance monitoring reviews and Enhanced Desk Monitoring Reviews of grantees to evaluate the grantee's progress towards meeting the goals specified in the grant agreement with Department of Labor (DOL) Employment and Training Administration (ETA). Assess the quality of the program and services; ensure that grant activities are being conducted in compliance with the grant management and applicable Federal regulations. Manages a grant portfolio within the assigned program area(s) of moderate to high complexity, scope and impact, and conducts the day-to-day grant management for the grants within the assigned grant portfolio. Performs analyses of grant-related data, policy and program issues and applied problem-solving techniques to address issues. Develops comprehensive knowledge of ETA programs and applicable statutes, regulations, policies, and ETA standard operating procedures. Provides technical assistance to grantees to assist them in accomplishing the goals and objectives of the grant by applying problem solving techniques to address deficiencies. Effectively utilizes electronic grant management systems in accordance with established guidelines and protocols. Maintains grant files and adheres to grant management documentation requirements established in Employment and Training Orders (ETOs). Prepares and delivers presentations to various internal and external audiences on workforce development programs. Communicates Federal and grant award requirements to grantees to ensure understanding of grant requirements & engages in on-going communication with grantees in order to identify and resolve issues.

Requirements

  • Must be a U.S. Citizen.
  • Must be at least 16 years old.
  • Requires a probationary period if the requirement has not been met.
  • Candidate required to obtain the necessary security/investigation level.

Qualifications

For GS-11: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level of GS-09 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience at the GS-11 level includes three of the following: 1. Interpreting and applying Federal laws, regulations, and other requirements to federally funded workforce development grants or contracts. 2. Conducting reviews or analyses of federally funded workforce development program policies, processes, or practices to identify violations or areas of concerns. 3. Experience preparing a wide range of technical written materials or products. 4. Analyzing, interpreting, or reporting on data related to federally funded workforce development grants or contracts to identify opportunities for improvement. 5. Preparing or delivering presentations that promote federally funded workforce development programs. Note: Please be sure these specific types of examples are evident in your resume. -OR- 3 years of progressively higher-level graduate education leading to such a degree. NOTE: You must submit a copy of your transcripts as proof of any claimed education. -OR- An LL. M degree. NOTE: You must submit a copy of your transcripts as proof of any claimed education. -OR- A Ph. D. or equivalent doctoral degree. NOTE: You must submit a copy of your transcripts as proof of any claimed education. -OR- A combination of education and experience as described above (totaling 100%). NOTE: You must submit a copy of your transcripts as proof of any claimed education.
