This position is located in the Department of Labor, Employment and Training Administration., Office of Job Corps. ETA provides Federal contracts and technical assistance to State and local levels that provide workforce development services to various adult and youth populations Office of Job Corps. Assignments are heavily influenced by ETA's one-stop, customer service philosophy and the focus and direction flowing from workforce legislation. This position is inside the bargaining unit.

Duties

Directly involved in the planning and development of the budget plan for contracts and/or development of RFPs and evaluation of proposals. Recommends options and strategies for deploying agency funds for decision making by Departmental policy makers and executives. Produces reports which track allocations, obligations and expenditures of funds for program management or budget accounts. Participates in such projects as financial and procurement training for contractors. Investigates and evaluates complaints; audits costs and payments; recovers dis-allowances; participates in closeout activities to ensure accountability for organizational resources; may provide input into draft audit resolutions on areas for which the individual has specialized knowledge. Provides advice and consultation to ETA officials and customers on workforce development issues and concerns. Recommends new approaches and alternatives to address current or anticipated problems. Negotiates acceptable agreements to resolve conflicts and controversial disputes in accordance with applicable regulations. Elicits support of program officials, customers and other concerned parties regarding workforce and Contracts issues. Participates in the development and coordination of various workforce development programs; researches, compiles and analyzes information and data to use in program planning; makes recommendations for program development; and reviews contract applications. Develops, implements and maintains methods for evaluating and monitoring program performance; reviews fiscal records for accuracy and compliance with the budget; ensures compliance of programs with regulations and contract agreements; analyzes expenditures; recommends allowable costs and identifies appropriate contract cost categories; interprets and disseminates information on various workforce development policies and regulations; develops, implements and maintains workforce development programs; provides coordination for occupational skills training; maintains partnerships with business and education; and engages businesses and other partners in regional collaborative opportunities and workforce initiatives. Formulates methods for obtaining results through cooperative efforts. Develops and provides training to partners and the community at large; identifies, and communicates and shares best practices; implements and/or modifies entire or major segments of technical manuals, handbooks, desk aids, presentation materials, policy memos, and other guidance; responds to inquiries from customers, partners, Congressional offices, etc.; participates in issue-focused meetings and conferences; ensures compliance with Federal law, regulations and policy. Conducts program-related training and reviews for monitoring and reporting on program performance. Plans and conducts webinars, conferences and meetings to promote state best practices and collaborates to provide integrated services. Plans and develops workforce training programs, ensuring compliance with applicable local, state, and federal policies and statues.

Requirements

  • Must be a U.S. Citizen.
  • Must be at least 16 years old.
  • Requires a probationary period if the requirement has not been met.
  • Candidate required to obtain the necessary security/investigation level.
  • May be required to obtain and maintain COR III Certification.
  • May be required to obtain and maintain a valid driver’s license.

Qualifications

Applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the position to be filled. Specialized experience includes meeting all of the following statements: Experience in applying a wide range of grants or contracts principles and concepts sufficient to provide comprehensive advice to management and clients. Experience in conducting workforce studies, analyzing the results, and making sound recommendations for appropriate changes to or improvement in the workforce program.

There is no education substitution at the GS-12 level.
