The Office of Inspector General (OIG) is an independent office whose mission is to promote excellence, integrity, and accountability throughout the Department of Homeland Security (DHS). In our dynamic environment, the OIG conducts investigations, audits, evaluations, and inspections to enhance program effectiveness and efficiency and to detect and prevent waste, fraud, and mismanagement in DHS programs and operations.
Duties
The primary purpose of this position is to serve as the OIG's Supervisory Budget Analyst responsible for:
Reviewing, analyzing, consolidating and revising budget estimates, justification statements and budget execution plans submitted by headquarters offices and field offices.
Preparing official monthly, quarterly, and annual execution reports; providing expert advice on all phases of appropriated budgeting and/or alternative programs (supplemental funds) plans to all levels of management.
Analyzing current and proposed financial and economic issues facing the organization and their impact on the DHS OIG budget program.
Developing policy and procedural guidance, as required.
Planning, directing, coordinating, leading, counseling, and evaluating subordinate staff.
Ensuring the timely performance of a satisfactory amount and quality of work.
Providing informal feedback and evaluating performance of subordinates, gives advice, counsel, or instructions to individual employees on both work performance and administrative matters.
Taking necessary action to assist employees in improving performance.
Requirements

- Completion of 1 year Supervisory Probationary Period may be required
- A Financial disclosure is required for GS-14, GS-15 and Acquisition positions

Minimum Qualifications for GS-14: You qualify for the GS-14 position if you possess one year of specialized experience at the equivalent to GS-13 grade level in the Federal service. Specialized experience at this level includes:
Reviewing, analyzing, consolidating and revising budget estimates, justification statements and budget execution plans.
Preparing official monthly, quarterly, and annual execution reports.
Providing expert advice on all phases of appropriated budgeting and/or alternative program (supplemental funds) plans to all levels of management.
Exercising administrative controls on the execution of the budget estimates and justifications to conform to budgetary policy.
Certifying availability and appropriate use of funds.
Preparing the annual operating plan, monthly status of funds reports, and fiscal year-end financial closeout activities.
Monitoring reimbursable agreements (IAAs or equivalent), IPACs (or equivalent billing), and other financial transactions.
Executing internal control reviews of assigned segments of the budget.
Reviewing official government travel authorizations and vouchers for correctness and associated travel policy.
Developing policy and procedural guidance.
Assigning and evaluating work of assigned personnel.
Managing a team to ensure deliverables are completed timely and accurately.
Identifying training needs and developing employees.
Providing administrative and technical supervision for accomplishing the goals of the organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
