The Office of Inspector General (OIG) is an independent office whose mission is to promote excellence, integrity, and accountability throughout the Department of Homeland Security (DHS). In our dynamic environment, the OIG conducts investigations, audits, evaluations, and inspections to enhance program effectiveness and efficiency and to detect and prevent waste, fraud, and mismanagement in DHS programs and operations.

Duties

The primary purpose of this position is to serve as the OIG's Budget Analyst responsible for: Reviewing, analyzing, consolidating and revising budget estimates, justification statements and budget request narratives submitted by headquarters offices and field offices Preparing official monthly, quarterly, and annual budget reports Providing expert advice on all phases of appropriated budgeting and/or alternative program (supplemental funds) plans to all levels of management Assisting with the development of policy and procedural guidance, as required. Reviews, analyzes, revises, and recommends approval, disapproval or modification of unprogrammed budget requests and justifications (UFRs) Develops, recommends and implements budgetary and financial policies Interprets and assesses the impact of new and revised Congressional legislation on the execution of budgets; projects and analyzes the potential effects of budgetary actions on program viability and attainment of program objectives Develops and renders interpretations of Executive Orders, OMB guidelines and directives, and policies and precedents within and across the OIG Develops new methods and techniques of budgeting and develops timetables for obtaining needed funding for new or modified substantive government programs. Collaborate with OIG agency officials to develop budget formulation and justification documents to support programs in conjunction with priorities established by the IG and OIG senior management. Qualifications

You must meet all qualification requirements by the closing date of this vacancy announcement. Minimum Qualifications for GS-11: You qualify for the GS-11 position if you possess one year of specialized experience at the equivalent to GS-09 grade level in the Federal service. Specialized experience at this level includes: formulating and justifying budgets; analyzing budget submissions from a program for compliance with agency policy; preparing official monthly and annual budget reports; reviewing internal control activities over assigned portions of the budget process; and recommending policy and procedure activities to supervisors. OR EDUCATION: Successfully completed at least three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit copies of your official transcripts OR Combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for the GS-11 grade level. Minimum Qualifications for GS-12: You qualify for the GS-12 position if you possess one year of specialized experience at the equivalent to GS-11 grade level in the Federal service. Specialized experience at this level includes: assisting with identifying program needs for annual program planning and budget formulation cycles; performing cost estimate and projection analyses required to formulate the budget, projecting staffing, discretionary and non-discretionary costs; providing budget guidance and assistance with formulating annual budget requests; preparing accurate budget formulation documents ensuring timely distribution; conducting trend analysis on budget execution to inform formulation requirements; reviewing internal control activities over assigned portions of the budget process; and recommending policy and procedure activities to supervisors. Minimum Qualifications for GS-13: You qualify for the GS-13 position if you possess one year of specialized experience at the equivalent to GS-12 grade level in the Federal service. Specialized experience at this level includes: identifying program needs for annual program planning and budget formulation cycles; performing cost estimate and projection analyses required to formulate the budget, projecting staffing, discretionary and non-discretionary costs; providing budget guidance and assistance with planning and formulating annual budget requests; preparing accurate and complete budget formulation documents ensuring timely distribution; conducting routine trend analysis on budget execution to inform formulation requirements; preparing official monthly, quarterly, and annual budget reports; executing internal control reviews of assigned segments of the budget; and, assisting with the development of policy and procedural guidance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The qualification requirements listed above must be met by the closing date 07/31/2023of this announcement. Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by the closing date 07/31/2023of this announcement. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
