Qualifications
NOTE: If you are qualifying on the basis of general or specialized experience, you must meet the experience requirements by the closing date of this announcement.
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-07 level, you need to have at least one year of full-time experience equivalent to the GS-05 level defined as providing a full range of advice and technical support in the planning, evaluation and implementation of various communication strategies.
- OR 1 full year of graduate level education or superior academic achievement (Superior Academic Achievement Definition) degree in an academic discipline related to this position
- OR an equivalent combination of education and experience.
To qualify for the GS-09 level, you need to have at least one year of full-time experience equivalent to the GS-07 level defined as supporting environmental public awareness programs for internal and external audiences and providing advice and technical support in the planning, evaluation and execution of communication strategies.
- OR master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; degree in an academic discipline related to this position
- OR an equivalent combination of education and experience.
NOTE: 1 year of full-time undergraduate study is 30 semester or 45 quarter hours. 1 year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study; if that information cannot be obtained from the school, 18 semester hours is considered 1 year of full-time study.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
1. Knowledge of a variety of methods, techniques used to make the initial decisions on such design matters as size, layout, kind and quality of materials, medium, color schemes, typography, lighting effects, specific visual elements or materials to be incorporated ( e.g., photos, illustrations, or artifacts), reproduction methods, or fabrication techniques.
2. Knowledge of a variety of methods, techniques, and materials used in the design, production, and reproduction of visual and multimedia products to plan the technical details of or produce visual products.
3. Knowledge of visual media tools and technical to communicant environmental program management needs.
4. Knowledge of the subject matter to effectively plan visual products that interpret subject matter content for each assignment.
5. Ability to utilize software programs to assist in data management and for assisting in summarizing large amounts of information.
6. Skill in oral communication sufficient to provide guidance and assistance on aspects visual communication projects to support environmental protection programs.
7. Skill in written communication sufficient to respond to a wide variety of external inquiries and develop materials that incorporate materials to support environmental program reporting, policies, and guidance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
In addition to the eligibility requirements for the Recent Graduates program, you must meet the following basic requirements in order to qualify for this position:
You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position; OR specialized experience as described in the Qualifications section.
