Duties

WHAT IS THE CRIMINAL INVESTIGATIONDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Criminal Investigation, Cyber and Forensic Services, Trial Illustration The following are the duties of this position at the full working level: Consults with and provides guidance in interpreting the needs of the customer in regard to the visual display of factual data and courtroom evidence in accordance with established rules and guidelines. Provides consultation to customers from various departments within and without the federal court system when ascertaining the general nature of their desired product, anticipating problems, and establishing deadlines. Discusses upcoming court cases with IRS Special Agents, law enforcement personnel from other agencies, and U.S. government attorneys, to determine how best to graphically present evidence to juries. Provides advice and participates fully in determining the types of visual displays to use. In all cases, the incumbent offers suggestions and influences decisions based on own experience, knowledge, artistic skills, and expertise. Revises materials prior to and during courtroom proceedings to reflect changes to evidence or information as needed and in accordance with permitted rules of evidence and standard techniques and applicable formats both electronically and via other media that may be necessary. Meets and advises executives, special agents, upper management, attorneys and other professionals on design elements and visual graphic that summarize and display the information or evidence which meet the customer's needs and CI's overall mission/goals. Works within these parameters to formulate ideas and to plan, design and produce visual materials that meet all requirements. Presents design concepts and presentation techniques for use in high-level meetings/conferences, international focus, specialized CI area promotional needs, briefings, press conferences and various additional graphic needs such as internal CI special assignments to meet the overall mission of CI. Creates advanced and unique visuals in support of CI agents' special investigations, covert/discreet surveillance etc. Incorporate established style standards that retain the overall CI brand and organization requirements. Demonstrates how published products in print and other media can be used to optimize quality or enhance communications to stakeholders. Work with other trained technical personnel in a laboratory setting, if trained to do so, by analyzing evidence related to audio, video, or imaging enhancement.

Qualifications

You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE FOR GS-12: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience applying expert knowledge of graphic design and/or print/electronic publishing processes proficiently using current versions of graphical software applications (in both Mac and Windows environments) such as InDesign, Photoshop, and Illustrator using master pages and style sheets and other software resources to apply design standards elements, including logotype, typesetting fundamentals, and color onto the designs of electronic and print products. Experience using standard graphic design industry tools, e.g., Pantone Matching System, understanding of color theory application, photo libraries to develop products. Experience consulting with and providing guidance in interpreting the needs of the customer regarding visual displays of factual data and/or courtroom evidence in accordance with established rules and guidelines, anticipating problems and establishing deadlines. Experience determining how best to graphically present information, e.g., evidence for upcoming court cases. Experience revising materials to reflect changes to information as needed and in accordance with permitted rules and standard techniques and applicable formats both electronically and via other media. Experience meeting and advising executives, special agents, upper management, attorneys and other professionals on design elements and visual graphic that summarize and display the information and/or evidence which meet the customer's needs. Experience formulating ideas to plan, design and produce visual materials that meet all requirements. Experience presenting design concepts and presentation techniques for use in high-level meetings/conferences, international focus, specialized promotional needs, briefings, press conferences and various additional graphic needs to meet the overall mission. Experience demonstrating how published products in print and/or other media can be used to optimize quality or enhance communications to stakeholders. Experience working with others in a laboratory setting. Experience providing on-the-job instruction to other illustrators and sharing knowledge in a work setting Qualifying experience may include: Experience overseeing and defining project design, technical and production specifications, developing original concepts by extracting information from a design brief to provide original design solutions and product development. Experience leading strategic design processes, including planning, coordinating, leading creative brainstorming meetings, and preparing/presenting formal design presentations to investigative teams, US Attorneys, upper management and/or executives. Designing, developing, and managing the execution of a wide collection of design products/projects simultaneously such as charts, graphs, interactive presentations, meetings/events/conference materials, posters, single and multiple page print and digital publications, promotional displays. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
