The Health Systems Research (HSR) in the Veterans Health Administration, U.S. Department of Veterans Affairs. As one of the broad portfolios under ORD's Investigators, Scientific Review and Management (ISRM) unit, HSR manages a research program that spans the continuum of health care research, its organization, financing, delivery, and real-world practice, linking the clinical aspects of patient care and organization/management needs
Duties
The incumbent advises and supports the Director/Deputy Director of Health System Research (HSR) & Office of Research and Development (ORD) in planning, development and operation.
Applies extensive knowledge of health system research methods to administer, strengthen, and ensure the integrity of the scientific merit review process.
Manages assigned research portfolio.
Serves as the primary point of contact for all programmatic and scientific issues related to proposed, planned, ongoing and completed activities in assigned HSR portfolio including the development and dissemination of programmatic information.
Directs the development of studies in the portfolio area which will advance scientific knowledge in the portfolio area, and anticipates future directions.
Overseas documentation and reporting for all research portfolio activities.
Work Schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/31/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

**Individual Occupational Requirement**
Basic Requirement: You must posses a Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. Note: You must submit a transcript with your application. Applicants who do not submit a transcript will be automatically disqualified from consideration.
** Selective Placement Factor** Experience providing administrative support for the process of scientific peer review of grants and projects. This involves tasks such as developing grant requests for application, selecting qualified peer reviewers, implementing review standards, and scoring criteria, and utilizing software platforms like eRA Commons or similar systems to manage scientific proposal applications. This experience must be verifiable in your resume.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Initiate and participate in the development , conduct, and analysis of projects such as mental or behavioral health services research.
Assesses the special expertise needed to review each proposal and makes appropriate reviewer assignment.
Provides technical advice to other program managers and executive staff as needed.
Develops or revises, and communicates policies and procedures to various constituents.
Experience in working with committee and subcommittee chairpersons to plan content and review of meetings.

Physical Requirements: The role is principally sedentary, involving reading, writing, in-person and telephone communication, computer and standard environments consistent with office use; and some walking and carrying light supplies/work.
