This position is located in Refugee Asylum and International Operations, Asylum Division. As a Supervisory Asylum Officer (Field Office Director), you will provide technical oversight of all administrative immigration and naturalization programs, activities and operations within a field office.

Duties

Oversee the operations of an office that handles the complex and sensitive adjudication of applications, petitions, and requests for other immigration benefits related to asylum. Coordinate the prevention and deterrence of fraud, criminal, and national security risks in the administration of USCIS immigration benefit programs, pursuant to the Agency’s Fraud Detection and National Security (FDNS) Program. Ensure that all activities performed by the office meet legal, administrative, and quality standards and goals established by USCIS. Establish and execute the yearly budget and work plans of the office to meet anticipated and established goals and objectives. Serve as a policy expert who analyzes, applies, and explains new or amended legislation, regulations or policy covering immigration programs, activities, or functions for which the organization has responsibility and recognize the potential impact. Represent USCIS when independently collaborating with crucial governmental and non-governmental stakeholders.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 10/30/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 10/30/2024. GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Conducting evaluations of ongoing functions to ensure the organization meets its stated goals. Providing technical and administrative supervision to subordinates engaged in programs administering immigration benefits and services, Managing Field Office administrative functions, such as personnel management, labor relations, training, financial management, facilities, property management, health and safety, or emergency preparedness. serving as a consultant to senior management officials on the resolution of sensitive or complicated immigration issues. Newark Location Only: Employment at the Newark Asylum Office provides an exciting opportunity to staff to work in both downtown Newark and our Manhattan Branch. Both locations are accessible through public transportation and travel between the two offices is quick and convenient. While staff members will be assigned to the Newark Branch duty station, employee may be expected to work out of the Manhattan Branch on a rotational, periodic or as needed basis.

Education

EDUCATIONAL SUBSTITUTION: There is no educational substitution at this grade level.

If you have not already done so, you will be required to attend and complete a USCIS Officer training course. This is typically provided through a blended approach of virtual instruction followed by in-residence instruction at a training venue. Training must be successfully completed according to the standards of the agency. Failure to do so will be grounds for mandatory removal from the position. Such failure will result in either reassignment to a different position, demotion or separation by appropriate procedures.
