About the Position: This position is located at the Mark Center, which is a Department of Defense (DoD) facility in Alexandria, Virginia that houses the Washington Headquarters Services (WHS) and other DoD agencies.
Duties
Performs a full range of first-level supervisory responsibilities to include: Planning work to be accomplished, preparing schedules, assigning work, developing standards and interviewing candidates.
Serves as the program manager for the DoDEA Leadership Development, Teacher Leader and New Teacher mentor programs.
Manages complex projects that require analysis, design, development, implementation and continual improvement of instructional products in instructor-led, virtual, and blended models.
Serves as the project manager of cooperative agreements or contracts for the leadership development programs, professional resources and program evaluation.
Partners with the Professional Learning Branch Program Manager in the provisioning, planning and systemic alignment with the Centers for Instructional Learning.
Conducts and implements research on best practices in developing instructional leadership programs, support services and strategies.
Serves as the Contracting Officer Representative (COR) for multiple contracts which includes duties such as: developing statements of work monitoring contract progress.
Develop and maintain a budget to support leadership program activities.
Represent DoDEA in briefings with various agencies and departments of the Federal Government relating to the areas of educational expertise.
Requirements

- Appointment subject to a suitability/fitness determination, as determined by a background investigation.

- This position requires a Tier 1 (T1) investigation.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- You may be required to sign a transportation agreement.
- School Administrator License preferred.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes: developing sequential Prek-12 school leadership programs in compliance with regulations and/or evaluation systems; monitoring contracts for services or products in relation to a leadership program; conducting research to improve developmental Prek-12 school leadership programs; and performing a full-range of supervisory duties such as: assigning work, identifying training needs or interviewing candidates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
