This position is located in the Forest Service, Law Enforcement and Investigations (LE&I), Washington Operations, Assistant Director for Training/Federal Law Enforcement Training Center (FLETC), in Glynco, GA. The incumbent provides general armorer expertise and services for small arms, ammunition and related equipment utilized by Federal Law Enforcement and trainees.

Duties
Duties listed are at the full performance level GS-9.
Perform maintenance including building, rebuilding, fine-tuning, accurizing firearms, and testing of weapons systems.
Record and file all test data, recommends fitting new barrels, changes in ammunition and changes in test procedures and criteria.
Draft requisitions and purchase justifications for the armory.
Monitor environmental conditions during testing to ensure accuracy of testing.
Advise management and vendors of the need for new or improved equipment, weapons, and ammunition.
Assist in asset accountability and small arms disposition/destruction operations.
Provide instruction to law enforcement personnel on proper cleaning, lubrication, and adjustments to small arms.
Provide guidance and direction on weapons topics to personnel on major incidents and training sessions.
Requirements
- Must be a U.S. Citizen or National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.

- This is a Test Designated Position. You will be tested for illegal drugs prior to appointment and randomly thereafter. Appointment and continued employment is conditional on negative results.
- This position requires initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996.
- Must possess and maintain a valid driver's license.

Basic Requirement (IOR):
Education:
Undergraduate Education: Major study -- any field of study in an accredited college or university.
Graduate Education: Major study -- fields related to the position to be filled.

Experience:
General Experience (for GS-5 positions): Experience that provided a knowledge of the characteristics, uses, and properties of equipment. This experience may have been gained in trades or crafts, engineering technician, production control, inspection, or other work related to the specialization of the position to be filled.
Technical school may be credited as general experience in accordance with the following criteria:
Full-time resident study in a technical institute above the high school or trade school level on a month-for-month basis.
Completion of a full 4-year curriculum in a technical or vocational high school for up to 6 months of general experience.
Completion of a resident trade school course of at least 1 year in the manufacture, repair, or maintenance of equipment for up to 1 year of general experience.
Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include:
Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment.
Reviewing and applying technical specifications and requirements.
Analyzing equipment and forecasting spare parts requirements.
Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders.
Analyzing contract specifications and examining pertinent equipment to determine if specifications are met.
Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement.
In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.
Specialized Experience Requirement:
For the GS-5: Applicants must have three years of progressively responsible experience, one year of which was equivalent to at least the GS-4 grade level. Specialized experience is defined as majority of the following: performing weapon repair and maintenance; and/or testing and inspecting small arms; and/or assisting with asset management tracking and records.
OR
Education: Bachelor's degree or 4 years of successfully completed education above high school leading to a bachelor's degree.
OR
Combination of Education and Experience: An appropriate combination of successfully completed post-high school education and experience. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work (such as weaponry, firearms, and equipment).
For the GS-7: You must have one year specialized experience equivalent to the GS-5 in the Federal service. Specialized experience is defined as majority of the following: recommending modifications to equipment as a substitute for unavailable items; and/or inspecting firearms and ammunition for any deformations, malfunctions or conditions which could cause malfunction; and/or recording and filing weapons testing data.
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position (such as weaponry, firearms, and equipment).
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp).
OR
Combination of Education and Experience: An appropriate combination of graduate level education and specialized experience.
For the GS-9: You must have one year specialized experience equivalent to the GS-7 in the Federal service. Specialized experience is defined as majority of the following: drafting requisitions and purchase justifications for the armory; and/or providing instruction to law enforcement personnel on proper cleaning, lubrication, and adjustments to small arms; and/or performing maintenance including building, rebuilding, fine-tuning, accurizing firearms, and testing of weapons systems; and/or advising management and vendors of the need for new or improved equipment, weapons, and ammunition.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in criminal justice, law enforcement, fire science, firearms technology, mechanical engineering, security studies or a related field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work (such as weaponry, firearms, and equipment).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
