The incumbent serves as a Management Analyst in the Office of Strategy, Learning, and Workforce Development (OSLWD) in the Office of Human Resources (OHR) The incumbent performs a variety of analytical, coordinative, consultative and advisory services for OSLWD, the Office of the Deputy Commissioner, Human Resources (ODCHR) Expert and workforce planning and accountability in support of SSA strategic plans and human capital initiatives.
Duties
Participates in the development, evaluation and implementation of plans for achieving immediate and long-range management and human capital goals and objectives for the agency.
Collaborates and coordinates with other components and government agencies in developing and evaluating these plans and producing reports. These assignments require negotiations with key personnel in DCHR, other SSA components, and other agencies
Develops, coordinates, and provides adequate and accurate information, narrative and statistical data and reports in designated timeframes for the Office of Personnel Management and the Office of Management and Budget
requests, requirements, and submissions.
Provides expertise and guidance to SSA components on workforce planning and on other selected human capital initiatives; identifies the need for changes in operations, emphasis, priorities, training, or methodologies
and makes recommendations to senior managers; recommendations involve sensitive and confidential HR issues; evaluations determine overall human resources policy, procedure, and have Agency-wide impact.
Devises solutions to organizational problems, addresses strategic planning, and ensures alignment of human resources plans and activities to the organization’s mission and strategic goals

Qualifications

HOW TO QUALIFY: Eligible applicants must meet the following qualification requirements.
Applicants must have 52 weeks of specialized experience at the GS-12 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience MUST include work that involves evaluating workforce data, identifying areas for improvement in workforce planning and human capital management.
