This position is located in Interior Region 2, in the Lands Office.

Duties
Negotiates with landowners in difficult and unusual cases, particularly those having exceptional economic, social and political impact upon the community or the resource.
Assumes lead role in planning, organizing, negotiating and accomplishing complex land acquisition projects involving a variety of stakeholders, including municipal, state, corporate and nonprofit entities.
Negotiates with state and local government for donation and exchange of land. Coordinates with other Federal agencies to effect transfer of jurisdiction, including preparation of all necessary custody and accountability documents.
Completes all aspects of the process to acquire real property interests in conformance with the laws, policies, procedures and regulations governing the acquisition of real property interests by the federal government. Performs all technical procedures required to vest valid title in the United States by purchase, donation or exchange, including preparation of all necessary documents. These procedures frequently deal with developed and highly valuable properties.
Supports Park units in formulating actions or response after issuance of a right-of-way permit to ensure compliance with the permit conditions and to ensure damage to park resources is avoided or kept to a minimum. Resolves the more difficult problems encountered by park staff in this program area.
Recommends to management the approval and acceptance of offers to sell real property, deeds, settlement offers in condemnation cases, and claims for reimbursement of relocation claims under P.L. 91-646. There is no monetary limitation to the offers the incumbent may handle. Incumbent's oral commitment to landowners is frequently difficult for the government to rescind.
Provides estimates and justifications for funds required from the Land and Water Conservation Fund for the land acquisition program for assigned areas to be used by the Realty Officer in developing budget requests.
Secures appraisal services through the Department of the Interior, Office of Valuation Services, Interior Valuation Information System (IVIS) and acts as the primary contact in the Land Resources Program for information and assistance with IVIS or subsequent appraisal systems. Prepares well supported Waiver Valuations as needed.
Prepares Statements of Work for title reports and Environmental Site Assessments. Approves invoices associated required technical procedures and compliance to facilitate payment.
Qualifications

Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: managing complex, sensitive, and/or unique realty transactions involving real property acquisition and/or disposal through a variety of means; coordinating real property acquisition requirements from initial planning stages through negotiations and closing; applying the principles, practices, and methodologies of real estate acquisition while employing imaginative and innovative approaches to problem-solving; reviewing, formulating, and/or influencing the establishment of policies, plans, programs, and procedures of a realty program; communicating and working with various stakeholders on realty transactions, including Federal, State, and local governments, non-profit organizations, and private individuals and corporations; and providing advice or assistance on routine relocation issues. You must include hours per week worked.
