This position is in the National Park Service (NPS) Southeast Region's Land Resources Program Office (LRPO) located in Atlanta, Georgia or Naples, Florida. Duties

The Supervisory Reality Specialist supervise and directs the LRPO land acquisition team of realty personnel, comprised of one (1) Reality Specialist, GS-11, and one (2) Realty Specialist, GS-12. The list of duties include: Plans, organizes, and executes the land acquisition program for the LRPO in conjunction with the Realty Officer. Directly supervise a team of realty personnel including three Realty Specialists engaged in the full range of land acquisition work for all NPS units under the LRPO's area of responsibility. Directs the acquisition of fee simple and less than fee simple estates of land and improvements by donation, purchase, exchange, lease, transfer and condemnation for National Park Service units. This includes all types of lands, residences, farms, and businesses. Responsible for providing guidance to realty staff, solving of complex title problems, and preparing all necessary legal documents including conservation and preservation easements, deeds, leases, title curative instruments and real estate contracts for land to be acquired by the National Park Service. Inputs and/or provides specified information in the Master Lands Console and is responsible for the management and retirement of all permanent realty records in the office. Incumbent may need to create and/or maintain databases for tracking the status of case workload. Provides estimates and justifications for Land and Water Conservation Fund monies for program areas to be used by Realty Officer in developing budget requests. Coordinates and assists park superintendents and staff in preparing Land Acquisition Ranking System submissions. Makes decisions on how to maintain effective public relations with external groups and consults with the Realty Officer on exceedingly complex or controversial issues. Often serves as the contracting officer's technical representative (COTR) on contracts needed to complete acquisition projects (e.g. with title companies, relocation contractors, or others preparing technical reports needed for appraisal purposes, etc.). In this role, develops the scope of the work to be accomplished by contract, Interagency Agreement, or Memorandum of Understanding. Serves as Acting Realty Officer in the Realty Officer's absence and performs other duties as assigned.

All qualifications must be met by the closing date of this announcement-02/02/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-13 grade level, you must possess at least one or all of the following minimum qualifications by close of the announcement: SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: managing complex, sensitive, and/or unique realty transactions involving real property acquisition and/or disposal through a variety of means; coordinating real property acquisition requirements from initial planning stages through negotiations and closing; applying the principles, practices, and methodologies of real estate acquisition while employing imaginative and innovative approaches to problem-solving; reviewing, formulating, and/or influencing the establishment of policies, plans, programs, and procedures of a realty program; communicating and working with various stakeholders on realty transactions, including Federal, State, and local governments, non-profit organizations, and private individuals and corporations; and providing advice or assistance on routine relocation issues . You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
