The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.
Duties
Support the ITS Resource Manager in budget planning, programming, and execution, strategic resource planning, and budget decisions and serve as an approving official for the office.
Plan and aid in the conduct of office formal budget execution reviews for ITS and contract budgets. Assess program plans for under executing resources.
Provide expert advice and guidance in support of resource management and/or budget justification process improvement efforts.
If designated as an ITS COTR or Associate COTR, manage contractor performance monitoring and manage compliance with the agreed upon terms and conditions of the contract to include managing and executing contract modifications and changes, perform contract closeouts, and archive records.
Support the financial management aspects of contract administration such as cost/pricing remedies, authorizing payments, recovering debts, and detecting fraud.
Qualifications
Mandatory Requirements:
Demonstrated knowledge of the IC, DoD, Office of Management and Budget, and Congressional budget processes and procedures.
Knowledge of the Intelligence planning, programming, budgeting, and evaluation (IPPBE) cycle, to include budget formulation, programming, and budget execution processes for IC programs, a defense agency, or a military service.
Demonstrated ability to apply analytic, diagnostic, and qualitative techniques, conduct independent research, filter and synthesize data sufficient to identify and evaluate alternatives and produce clear, logical, and concise products and recommendations to resolve complex, interrelated program and budgetary problems and issues.
Demonstrated superior organizational and interpersonal skills, specifically, the ability to plan strategically and manage competing priorities, the demonstrated ability to negotiate, build consensus, and work effectively in a collaborative environment, and the ability to establish and maintain professional networks across all levels of management both internal and external. Possess superior oral and written communication skills.
Knowledge of the tools and systems used by resource managers to perform financial management tasks (e.g. BASIS, ALM, COGNOS, etc.)
COTR I Certification or ability to obtain within one year
Bachelor's Degree or relevant work experience
