The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.

Duties

Plan and aid in the conduct of office formal budget execution reviews for ITS and contract budgets. Assess program plans for under executing resources. Provide expert advice and guidance in support of resource management and/or budget justification process improvement efforts. Oversee budget planning and execution, strategic resource planning, and budget decisions and serve as an approving official for the office. Manage contractor performance monitoring and manage compliance with the agreed upon terms and conditions of the contract to include managing and executing contract modifications and changes. Manage the financial aspects of contract administration such as cost/pricing remedies, authorizing payments, recovering debts, and detecting fraud. Ensure all contract requirements have been completed, settle outstanding actions, perform contract closeouts, and archive records. Provide expert advice and guidance in support of IC component resource management and/or budget justification process improvement efforts.

Qualifications

Expert knowledge of budget formulation, programming, and budget execution processes for IC programs, a defense agency, or a military service. Superior ability to apply analytic, diagnostic, and qualitative techniques, conduct independent research, filter and synthesize data sufficient to identify and evaluate alternatives and produce clear, logical, and concise products and recommendations to resolve complex, interrelated program and budgetary problems and issues. Possess superior oral and written communication skills. Ability to obtain COTR II Certification. Bachelor's Degree.
