Duties

The Office of the Associate Chief Counsel (Finance & Management) supports the administrative, financial, and managerial programs of the Office of Chief Counsel and provides advice to the Chief Counsel and Deputy Chief Counsels on all management, administrative and human resource matters for the organization nationwide. F&M also has field responsibility for all administrative and human resource functions across the country. The Human Resources Specialist serves as an agency contact on the principal employee data management systems in use within the Payroll and Processing Programs, with particular emphasis on the Treasury Integrated Management Information System (TIMIS). The specialist is responsible for providing technical assistance in all functional areas of Personnel Action Requests (PARs), personnel/payroll action processing relating to the National Finance Center (NFC) and HRConnect as well as providing technical advice and guidance for staff and support to the Branch Chief for on assigned special studies and projects. As a Human Resources Specialist, you will: Serve as an expert on processing and payroll problems and is responsible for independently resolving these problems with the NFC. Serve as an authority to management officials and personnel staff members on complex Personnel/Payroll and Background Investigation actions, providing guidance, advice and resolution to a variety of problems related to the automated HR systems. Independently process a full range of official personnel actions and payroll documents. Review personnel actions and requests (SF-50 & SF-52) for accuracy and completeness. Resolve discrepancies or missing items from SF-52's andlistings by contacting the appropriate HR Specialist for correction or clarification on action. Independently process Lump-Sum Payments, Credit Hours, Awards, and Performance Appraisal's. Review Leave Error Report, Leave Audits andresolve errors within SETR and the NFC. Monitor and resolve payroll problems including retroactive back pay cases that may affect TSP, social security, state taxes and Federal taxes to ensure they meet statutory and regulatory requirements. Resolve erroneous pay and missingrefunds, determine the source of the problem, and ensure resolution. Calculate interest where needed. Track manual pay action to ensure that they meet statutory and regulatory requirements. Conduct new employee orientations. Assist new onboarding employees in filling out forms and acquiring badges. Conduct E-Verify on all new employee's using the E-Verify Internet-based system that compares information entered on the employee's Form 1-9, Employment Eligibility Verification, to record available to the U.S. Department of Homeland Security and the Social Security Administration to confirm employment eligibility. OR Combination of Education and Experience: You may qualify by a combination of experience and education: Options for qualifying based on a combination are identified in the online questions. For GS-11: Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Processing payroll and personnel actions in automated federal payroll and personnel systems; Providing advisory services to managers and employees and resolving issues for HR Benefits programs such as FEHB, FEGLI, TSP, leave administration, time and attendance, and background investigations; AND Experience researching, interpreting, and applying administrative policies and procedures related to payroll and processing. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education Substitution: You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Combination of Education and Experience: You may qualify by a combination of experience and education: Options for qualifying based on a combination are identified in the online questions. NOTE: If qualifying based on education, your transcripts will be required as part of your application package.
