The primary purpose of this position is to serve as Senior Chemical, Biological, Radiological, and Nuclear (CBRN) Defense Technical Advisor contributing executive leadership and expertise to the Civil Engineer Directorate, and ensure USAF doctrine, strategy, policy, guidance, oversight, and resource advocacy for CBRN defense; and emergency management is relevant and technically sufficient. Duties

Continued from Summary: Forms and advocates policy positions regarding civil engineer readiness, including CBRN Defense Modernization initiatives to the AF/A4, AF/A10, CSAF, SECAF, other Services, Joint Staff, and OSD. This position also reviews and evaluates Congressional, OSD, Joint Chiefs of Staff (JCS), and Air Force policy and procedural guidance. Duties/Responsibilities: Serves as the civil engineer readiness advisor/technical expert consultant and represents the USAF in matters relating to AF wide CBRN defense and enterprise-wide civil engineering readiness activities and discussions with the Joint Staff, DoD Offices, other Services, Interagency, SAF, HAF, the Air Force Installation Mission Support Center (AFIMSC), the Air Force Civil Engineer Center (AFCEC), as well as the MAJCOM civil engineer staffs. Establishes, interprets, and implements policies, guidance, and procedures to provide oversight and management of core civil engineer readiness tasks. Represents the concerns of the Air Force at senior strategic meetings and conferences; prepares staff studies and various documents to meet special needs; develops and gives oral presentations; leads and/or serves on steering committees. Establishes and incorporates Readiness concepts and standards, plans, programs, and procedures.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience include in depth knowledge of engineering principles and practices of one or more related fields and proven special expertise in CBRN Defense capabilities, requirements (JCIDS), and their factors and consideration, analysis of same, determination of improvement options, and related policy and guidance; Expert knowledge of Congressional, DoD, Joint, and USAF structures, missions, programs, policies, Planning, Programming, and Budgeting Processes (PPBE), and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key developmental and operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; Comprehensive knowledge of DoD and Air Force planning, acquisition, and management processes to provide investment strategy advisory services to ensure support for long-range Air Force war, mobilization, exercise, deployment, and similar operations planning efforts; Staff experience at MAJCOM, HQ USAF, OJCS or OSD. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a broad range of program management (planning, asset management, acquisitions) and concepts, principles, and practices and knowledge of Air Force Civil Engineering goals and objectives. Knowledge of CBRN Defense enterprise to include policy, modernization, capability development, research and development, and relationships between and among key stakeholders. Knowledge of Joint Capabilities Integration & Development System (JCIDS) and Planning, Programming, Budgeting & Execution Process (PPBE); and ability to develop long-term strategic plans to formulate, justify, and defend assigned program. Knowledge of the Air Force and joint readiness principles, concepts, policies, and laws; including Global Force Management, Air Expeditionary Force, expeditionary engineering capabilities, and joint force and military sufficiency. Knowledge of emergency management principles, concepts, policies, and laws including national response framework, national preparedness, and CBRN; fire and emergency services principles, concepts, policies, and laws including National Fire Protection Association requirements and National Incident Management System; and explosive ordnance disposal principles, concepts, policies, and laws including Presidential Policy Directives. Ability to research and interpret congressional language and DoD and federal agency regulations, policies and public laws, to incorporate into Air Force policy and guidance. Ability to communicate effectively both orally and in writing and maintain good working relationships to gain support for program goals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
