This position serves as the Deputy CBOC Business Manager under Ambulatory Care Service. The incumbent will serve in a developmental assignment which is designed to provide the knowledge, skills, abilities, and experience to perform the full range of routine and non-routine assignments with a high level of independence. The supervisor and the incumbent will jointly establish specific goals, objectives and projects. The incumbent will organize work to achieve approved goals.
Duties
Duties include, but may not be limited to the following:
The incumbent is responsible for the daily management of human resources issues associated with these clinics. The incumbent is responsible to select and train new staff, monitor employee performance, support staff needs, and establish the performance of standards of the clinics administrative support staff. The incumbent shall advise and instruct employees on both work and administrative matters. The incumbent is responsible for routinely assigning work assignments to subordinates based on priorities and employees skill set, assuring work assignments are completed in a timely manner.
.The incumbent manages the personnel management program for the organization, performing and overseeing the full range of human resources requirements. The incumbent performs the full range of personnel management for the clinical administrative staff with various functions or activities. The incumbent serves as an approving official with the human resources office concerning personnel-related matters and recruitment.
The incumbent provides advice and assistance to staff concerning Federal and organization's personnel processes and procedures. The incumbent projects staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals. The incumbent processes training requests, and draft disciplinary and adverse action. Performs disciplinary action(s) and meets with Union officials on disciplinary action(s). Reviews, analyzes and interprets incoming requests, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, organization personnel policies, budgetary constraints and work priorities. The incumbent calls to the attention problems that require organization's human resources office intervention or correction. The incumbent provides orientation for new staff. The incumbent keeps managers informed of the status of on going personnel actions. The incumbent provides advice on solving complex personnel-related problems.
Applying personnel management expertise, the incumbent ensures the smooth and uninterrupted flow of administrative work in their clinic areas. Regularly assesses the needs as they relate to administrative support and experience and judgment to balance resources against needs among the sections and assist in recruitment of personnel. Regularly reviews the administrative support organization for adequate manpower, expertise and abilities. Reorganizes resources to meet optional utilization and provides or secures training necessary to support established objectives. The incumbent collaborates with Human Resource Management Service in finding solutions to managerial problems arising from changes in objectives which have an impact jobs, staff or working conditions.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.You may qualify based on your experience and/or education as described below:
GS 09 Minimum QualificationsSpecialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of pertinent laws, regulations, policies, guidelines and procedures is required.
Knowledge and experience in the field of patient administration, both inpatient and outpatient, medical records and related fields of medical administration.
Knowledge of varied functions of computer spreadsheets, database computer applications, etc., to produce and maintain a whole variety of documents.
Knowledge of statistical (mathematical) analytical principles and computer literacy of the degree that program systems are developed, and data entry and reports retrieval can be made.
Must have a thorough knowledge of VistA, and related computer modules (CTM, Insurance Capture, Beneficiary Travel, CDW, HealthShare Referral Manager (HSRM) etc.) with specific knowledge of all BDSL packages necessary to manage, control, secure, coordinate and implement computer activities.
Must be able to effectively teach, train and orient other staff to data validation methods and monitoring systems.
Knowledge of and be able to analyze and validate reports of data, workload, and funding, etc. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,Combination: Applicants may also combine education and experience to qualify at this level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
