This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Operations Research Analyst position is assigned to the Program Executive Office, Intelligence Electronic Warfare & Sensors (PEO, IEW&S), Position Nav & Timing (PNT), located in Aberdeen Proving Ground, MD.
Duties
Establishes contractual data requirements for monitoring contractor performance.
Performs a broad range of cost and/or economic analysis assignments involving unique problems, requirements for creativity, innovative use of techniques, advanced approaches, and/or new technologies.
Designs and performs various analytical studies using scientific methods.
Systematically examines alternative courses of action in terms of effectiveness and cost to help clarify relevant choices and their implications.
Establishes working relationships to support and resolve problems and difficulties.
Plans, establishes, monitors, and participates in the control and responsibility for the formulation, presentation, and execution of Project Manager (PM) programs involving life cycle program plans, assigned systems, and equipment.
Requirements

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Practitioner in the Acquisition Career Field Business Cost Estimating within 60 months of entrance on duty.
- Business travel required up to 15% of the time.
- Selectee must be able to obtain and maintain a Secret security clearance.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled.
Specialized Experience NH-02: One year of specialized experience in the Federal service includes: 1) Utilizing statistical data to assist with studies for estimating the cost of various systems; 2) Preparing reports and other written analytical and technical material.
This typically includes work performed at the next lower grade/level (NH-01) position in the federal service.
Specialized Experience NH-03: One year of specialized experience in the Federal service includes: 1) Developing studies and methods to support or develop life cycle analysis; 2) Conducting various cost analysis studies for estimating the cost of various systems and subsystems; 3) Evaluating accomplishments of program cost, schedule, and technical performance. This typically includes work performed at the next lower grade/level (NH-02) position in the federal service.
Education
Basic Education Requirement: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
