The primary purpose of this position is to program/plan for civil engineering Explosive Ordnance Disposal (EOD) readiness and contingency functions directly supporting mobility, response, and render safe procedures of foreign and US conventional, chemical, biological, radiological, and nuclear (CBRN) weapons, and criminal and or terrorist improvised devices.
Duties
Includes program management for in-garrison EOD response to aircraft ordnance incidents and suspicious packages at AF Reserve installations and requests for Defense Support to Civil Authorities (DSCA) to recover and dispose of military weapons found in regional communities.
Develops, interprets, and provides policies, guidance, and procedures for the Reserve command EOD program, ensuring compliance with public law as well as DoD, Joint Service and Air Force policies.
Analyzes response and incident reports involving EOD responders to determine adequacy of emergency response processes.
Performs program evaluation of EOD resources including BOS base response equipment, UTC equipment packages, supplies, special purpose vehicles, and civil engineer munitions requirements.
Conducts, leads, and/or participates in management and review of the annual EOD training plans for AFRC forces. Reviews, coordinates, or modifies plans prepared by AF active-duty training managers at tenant units to ensure training proposals fully meet the requirements of AF Reserve and include capability levels needed to accomplish mission with maximum safety, environmental protection and quality standards maintained.
Represents AFRC at meetings and in discussions concerning EOD capabilities with reserve staff agencies, Air Force Installations and Mission Support Center, HAF and Joint Service EOD, and other related agencies concerning development, testing and evaluation of mobility concepts, equipment, and requirements. Provides EOD technical expertise in support of contingency, mobility, and readiness training, planning, and exercises.
Develops professional relationships with MAJCOM, Air Staff and Joint service EOD partners. Provides communication support through active management of HQ AFRC EOD SharePoint, Outlook distribution lists, MS Teams channels and other telecommunication mediums.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Program and plan for civil engineering Explosive Ordnance Disposal (EOD) readiness and contingency functions directly supporting Air Force Force Generation (AFFORGEN) mobility, response, and render safe procedures of foreign and US conventional, chemical, biological, radiological, and nuclear (CBRN) weapons, and criminal and or terrorist improvised devices.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of DOD and USAF directives governing EOD programs and related ordnance requirements
2. Knowledge of US and foreign conventional, chemical, biological, nuclear, and improvised ordnance and related EOD render safe and disposal procedures, safety precautions, tools and protective measures and equipment.
3. Knowledge of DOD, USAF, and AFRC directives to ensure this command's compliance and to determine need for new policies for optimum munitions, EOD, and armament systems.
4. Knowledge of safety and occupational health requirements and techniques for weapons and explosives handling. storage, use, and conventional disposal requirements and procedures.
5. Ability to coordinate with Air Staff, MAJCOMs, and other service EOD representatives to secure support for command EOD objectives.
6. Ability to communicate effectively both orally and in writing using computer generated products and communications mediums.
7. Previous experience in MAJCOM/Air Staff, or Air Force Civil Engineer Center staff positions is highly desirable.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
