You will serve as a TRANSPORTATION EQUIPMENT SPECIALIST in the Public Works Business Line Group of NAV FACILITIES ENGINEERING COMMAND SE.

Duties

You will direct the full range of program functions for the Base Support Vehicles and Equipment (BSVE) Civil Engineering Support Equipment Lines. You will act as a liaison for the planning and execution of various Weight Handling and Material Handling functions involving Joint DoD services cooperation. You will review and interpret new and established directives, instructions, regulations, and delegations of authority for impacts on program objectives, operating polices, and funding requirements. You will analyze program funding estimates to identify discrepancies, excesses, trends, and imbalances to assure the objectives of the financial plan are met, and that funds are available. You will assist the BSVE Fleet Manager in the development of rental rates to cover costs associated with manpower, support contracts, fuel management, and depreciation costs. You will ensure compliance with Alternative Fueled Vehicle goals by identifying and scheduling Navy owned vehicles for conversion to Alternative Fuel.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Collecting and analyzing pertinent organizational data and information as it relates to transportation fleet management; 2) Developing financial statistical and narrative data to justify changes and recommendations, preparing and presenting reports on funding requirements; 3) Applying analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; and 4) Preparing internal instructions and policies, procedures and guidelines, recommend changes.
