You will serve as an ENGINEER OR SCIENTIST in the Physical Metallurgy and Fire Performance Branch, of the Materials and Advanced Manufacturing Division of the Platform Integrity Department of CARDEROCK DIV NS. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.

Duties

You will develop or lead a team of scientists and engineers that conducts basic and applied research on metallic materials with the ultimate goal of identifying enabling and cost-reduction technology for US Navy platforms. You will be responsible for determining the strategy and methods for advancing the state-of-the-art in alloy development and metallurgical science and engineering. You will lead projects, including conception, proposal, planning, conduct, and reporting of fundamental and applied research on metallic materials for marine-based applications. You will require knowledge of program management, material development, structural concepts, testing and evaluation in support of Navy ship structures and components. You will support the advancement of scientific and technical knowledge of metallic materials as documented by technical publications. You will demonstrate the ability to conceive, plan, and manage complex interdisciplinary technical programs in the area of metallic materials technology. You will organize investments for advanced technology associated with metallic materials insertion into the Naval Enterprise.

Qualifications

This is an interdisciplinary position and may be filled by a Materials Engineering (0806 series), Mechanical Engineering (0830 series), General Physical Science (1301 series), Metallurgy (1321 series), depending upon the qualifications of the candidate. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 pay band (GS-12/13 equivalency) in the Federal service or equivalent experience in the private or public sector: as a professional ENGINEER OR SCIENTIST leading a team of scientists or engineers conducting basic or applied research to determine methods or strategies with goals of identifying cost reduction technologies for the advancement of metallic materials or alloy development. Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

For PROFESSIONAL ENGINEERING 08XX Series:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. OR

Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For General Physical Science 1301 series:
Basic Requirements:
  1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

    or

  2. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
For Metallurgy Series 1321 series:

Basic Requirements:
  1. Degree: metallurgy or metallurgical engineering that included at least 20 semester hours in metallurgical subjects.

    or

  2. Combination of education and experience -- courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
