You will serve as an ENGINEER in the Platform Integrity Department of CARDEROCK DIV NS. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.

Duties

You will be responsible for engagement /outreach outside of Division 65 within the objective of coordinating Division 65 undersea structures equities into large / complex strategic programs that support the technical /business health of the Division. You will be responsible for coordination of the elicitation, development, alignment, and management review of program proposals that effect strategic initiatives. You will be responsible for establishing and cultivating customer and stakeholder relationships. You will support Division leadership in the leadership and management of knowledge management practices and initiatives. You will be responsible for connecting division personnel to the broader community to support capture of tasking, technical collaboration, operational awareness, and successful project execution. You will implement strategic direction and oversees technical program execution within the area of submarine and undersea vehicle structures. You will be advocating for project funding within relevant Navy Research, Development, Testing and Evaluation programs and Navy acquisition programs related to submarine and undersea platforms. You will be forming and leading project team(s) and managing large technical projects involving submarine and undersea platforms. You will be familiar and comply with the Division's Hazardous Materials Communication Program (HAZCOM) and NAVOSH instructions. You will hold administrative rights on Classified RDT and E computer System network to perform job functions

  • This position requires the incumbent to travel and sometimes to foreign locations.

Qualifications

This is an interdisciplinary position and may be filled by a Materials Engineer (0806-series), a Civil Engineer (0810-series), an Mechanical Engineer (0830-series), or a Naval Architect (0871-series) depending upon the qualifications of the candidate. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-4 (GS-12/13 equivalency) in the federal service or equivalent experience in the private or public sector as a professional engineer overseeing technical program execution to identify areas of improvement and implement developed strategic solutions to ensure efficient and effective operations of submarine or undersea vehicle structures. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
