Subject Matter Expert for the Engineering Cost Team (ECT) in the Program Planning and Control (PPC) Office (CS50) within the Office of Strategic Analysis and Communication (OSAC) at MSFC. Provides expertise and guidance to a diverse team of multi-discipline professionals conducting engineering cost estimating and analysis for critical NASA programs. Collaborates across the Center and Agency, builds strategic relationships with stakeholders and partners contributing to mission success.
Duties
Serves as senior cost engineer and Subject Matter Expert for Program Planning and Control (PPC) activities in support of management; performs cost estimates and analyses for customers and stakeholders; ensures team efforts meet customer requirements.
Provides expert life-cycle cost estimates, cost risk analyses and analytical products that are relied upon to inform Agency milestone decisions for committing resources and continuing development of space flight systems.
Advises staff and management on difficult estimating and analysis problems. Promotes process improvement and development of engineer cost estimating tools, practices, and supports PPC and project management training.
Performs cost risk analyses, joint confidence level analyses, cost trade studies, and cost optimization studies. Documents and defends results in the form of written reports and briefings.
Provides authoritative assessments of Agency cost and schedule risk posture for major aerospace programs that directly impact NASA objectives and ability to accomplish its mission.
Supports continuous improvement process for Agency cost estimating and analysis capabilities; develop and research new analysis techniques, models, and cost data bases, using state-of-the-art cost and economic analysis methodologies and systems.
Interfaces directly with project managers, lead systems engineers, project leads, customers, and stakeholders to determine cost estimating and analysis requirements.
Develops and recommends project approaches including ground rules and assumptions, work breakdown structures, cost inclusions and exclusions, and cost methodologies.
Mentors and guides cost estimators and analysts in performance of high-profile mission assignments for the Center and Agency; ensures all estimates and analyses incorporate best practices.
Coaches and trains more junior members of the Engineering Cost Team (ECT) in their growth and development as cost engineers; provides training and guidance in the use of ECT tools, models, and databases.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Performing engineering cost estimating and cost risk analysis on high value space launch and spaceflight hardware systems, and/or validating the results of estimates and analyses using historical data;
Using parametric cost models such as the Project Cost Estimating Capability (PCEC), PRICE TruePlanning, SEER-H, the NASA Instrument Cost Model (NICM), and/or the Mission Operations Cost Estimating Tool (MOCET);
Researching and analyzing historical NASA or other program and project data to use in performing cost estimates, cost analyses, and/or cost model development.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
