Duties
Serves as Aviation Safety Officer for the U.S. Army Corps of Engineers (USACE) with full responsibility for the design and oversight of policies and procedures governing the aviation safety aircraft systems.
Participates in the Aviation Resource Management Survey (ARMS)and Government Flight Representative (GFR) Surveys to examine all aspects of District, Center, and Division-level Aviation programs.
Conducts USACE Aviation Accident Investigations and coordinates requests for support on other aircraft accident investigations.
Performs subordinate District-level periodic surveys, inspections, and assistance visits to evaluate the Aviation Safety Program, detect hazards, and initiate or recommend corrective action.
Coordinates with the USACE Office of Safety and Occupational Health regarding external communications with and support to the National Transportation Safety Board and the FAA.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must complete the Defense Contract Management Agency (DCMA) GFR Certification Course upon initial position assignment and every five years thereafter.
- Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience: One year of specialized experience which includes: 1) managing a safety and occupational health program; 2) conducting work site inspections and construction plan reviews; 3) serving as an expert and authoritative representative of the safety program; AND 4) preparing supplemental guidelines in the form of directives and hazard notification messages.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Desired candidate will possess (current or previously) U.S. Military Officer Rated Pilot. Proof of current or previous experience as a U.S. Military Officer Rated Pilot will be documented via submitting a DD214 indicating "Pilot" or "Aviator" or other description as an U.S. Military Officer Rated Pilot. "Rated" refers to aeronautical ratings as authorized by Title 10, U.S.C.
Resume should clearly state previous experience as a U.S. Military Officer Rated Pilot and proof of documentation.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
