As a Supervisory Interdisciplinary (Architect or Engineer), you will serve as the Director within the Design and Construction Division, and as such promote the development and execution of highly visible capital projects with broad impact.The Design and Construction Division Provides expertise and technical support for the planning, design, repair, and construction of Federal work spaces.
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Manages the consistent implementation of all Southwest Region capital development/design and construction programs and initiatives at the regional level and administers activities designed to measure and improve the effectiveness and efficiency of design and construction core operations.
Coordinates the work of the design and construction division with other activities in the region and in the Southwest Regional Office. Represents the DRC at conferences and in contacts with higher officials of other government agencies, GSA officials in the Southwest region, and representatives of local, public and/or private groups and concerns on matters pertaining to regional capital development programs.
Coordinates technical elements of the program with related activities of other government/private agencies, promoting mutual cooperation in areas that can be combined for more effective results.
Participates with higher level Management in formulating long range plans for Public Buildings Services (PBS). Provides input and recommendations concerning project operations, significant trends, recurring problems, and similar management concerns.
Assesses capital project delivery and makes recommendations for improving program performance. Assists with resolution of issues that threaten successful delivery of capital projects on schedule and within budget. Ensures appropriate professional development of capital program project managers.
Coordinates with the Portfolio Manager on capital program planning, working with other Public Buildings Services (PBS) entities to provide scope, budget, resources, method of delivery, and scheduling information.
Develops authoritative papers and reports that state the agency's position and furthers the objectives of the design and construction program.
Reviews for technical feasibility and adherence with the organization's objectives and recommends actions on proposed contracts, in-house projects, or other similarly broad strategic initiatives.
Confers with key government and private officials and top experts in design and construction, representing the agency at technical symposia and conferences. Serves on committees of national significance, as recognized authority.
Monitors technical aspects of broad programmatic issues to ensure successful completion, recommending changes orsolutions to problems or redirection of effort as required.
Participates in regional special projects, task forces, etc., to focus on unprecedented problems or policy in order to shape the future of the design and construction program.
Applies a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness and/or complex management processes, projects, and systems.

The GS-15 salary range starts at $156,151 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.

For specifics on qualifying education, training, and/or experience - use the following link: Basic Requirements for Architect Positions.SPECIALIZED EXPERIENCE: In addition to the Basic Requirements, all candidates must possess specialized experience defined as experience in the design and construction of large project(s) and a portfolio totaling $100 million or more where the individual has coordinated the activities of architects, engineers, tenant agencies and construction contractors. Experience should also include directing all or large phases of a project including planning, pre-design, Architect/Engineer selection, site selection, and all design efforts, reviewing operations to evaluate progress and compliance with design requirements.
