About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 780th Military Intelligence Brigade located at Fort Meade, Maryland.

Duties

Serves as the Supervisory Security Specialist and principal advisor to the CDR for a Cyber Brigade or subordinate Cyber Battalion. Responsible for the development, planning, oversight ,administration, management, implementation, and enforcement of information security (INFOSEC),industrial security (INDSEC), personnel security (PERSEC), and Physical Security (PHYSEC). Supports Command Operations Security (OPSEC) Program through direct coordination with the BDE S3, and security education and training (SEAT). Uses knowledge of, and the ability to, integrate new guidance and information received from security sources which must be interpreted for the BDE.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Temporary Duty (TDY) Travel is required approximately 15% of the time.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Must be able to obtain and maintain access to NSA facilities and networks.
  • This position is considered Non-Combat Essential (NCE) in support of the Army's mobilization and wartime mission during periods of increased tension and mobilization and could be assigned to any location worldwide.
  • Employees assigned to NCE positions must sign DD Form 2365. Failure to perform the duties of this position in an emergency may result in appropriate action.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • This position requires the incumbent to obtain the SFPC certification within their first two years of employment.

Specialized experience is defined as: Planning and directing the security programs for the assigned unit and its subordinate organizations; providing technical and administrative supervision to subordinates engaged in security administration work; and, serving as the liaison between the Contacting Officer and the contractor on technical, cost, and schedule matters related to the contractual efforts. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-12). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
