About the Position: As a senior technical specialist, provides advice to the Section, Branch, and Engineering chiefs and other key managers/employees. Performs studies of major and complex scope utilizing data with respect to Geographic Information Systems; Computer Aided Drafting & Design; and other engineering-related applications. Such work includes acquisition, interpretation, analysis, and processing of various types of spatial data.
Duties
Perform studies of complex scope utilizing data with respect to Geographic Information Systems (GIS); Computer Aided Drafting and Design (CADD); or other engineering-related applications.
Prepare environmental or engineering design documents involving ecosystem restoration, flood reduction, navigation, coastal or shoreline protection, water supply, or other civil works program projects.
Perform reviews of feasibility reports, technical studies, civil or environmental designs, plans, or specifications to ensure the selected documents have adequately considered the needs of stakeholders.
Research or develop GIS techniques or procedures for analysis of engineering or environmental data. Reviews or modifies computer programs to solve unique problems. Develops contractual or in-house scopes of work.
Requirements

- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Employee may be required to travel up to 25% of the time.
- Moderate lifting and carrying weights, extended standing, sitting, and bending may be required.

Specialized Experience: One year of specialized experience which includes 1.) Planning, coordinating, and monitoring water resource projects or studies using the professional skills of the applied physical sciences; 2.) Utilizing Geographic Information Systems (GIS) or computer-aided design and drafting (CADD) systems to acquire, store, retrieve, and display data in a form best suited to the user's need; and 3.) Assisting with the preparation of scope of work and government estimates of A/E contracts and in the monitoring of such contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
