Duties

Prepare budget reports pertaining to travel, training, cash awards, supplies, equipment, etc. for submission to the organization's budget analyst. Advise staff on a variety of regulations and policies pertaining to office management, administration, civilian personnel administration, records management, travel, civilian pay, and finance. Ensure performance appraisals, awards, and all other types of civilian personnel actions are processed timely. Ensure personnel actions are processed through appropriate channels in accordance with applicable regulations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position is designated as Key. This position cannot be vacated during a national emergency or mobilization, which requires the incumbent, or designated alternate, to be screened from military recall status.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience One year of specialized experience which includes 1) assisting with civilian personnel administration (i.e. initiating/processing personnel actions, awards, employee performance appraisals, etc.) within an organization. 2) Assisting with monitoring manpower strength and budget resources for an organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Human Resources, or Financial/Budget Management. OR Combination of Education and Experience A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementBudget AdministrationPersonnel and Human Resources Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
