Duties

As a Information Technology Specialist you will: Lead and supervise a team of IT professionals dedicated to emergency preparedness and field staff support throughout the agency. Plan, assign, and prioritize work based on emergency response needs and field staff requirements. Provide oversight and leadership during both routine operations and crisis situations. Serve as agency expert on IT support needs for Public Health Responses, Emergency Operations, and Field Staff support. Work with CDC Centers, Institutes, and Offices and external agencies to coordinate, plan, prepare, and implement IT support needed to support the agency response in these areas. Provide expert technical guidance to senior staff and offices. Translate complex technical information into clear, actionable insights for decision-makers. Lead cross-organizational collaboration efforts to remove IT barriers and meet business objectives during emergencies and for field staff support. Coordinate with multiple departments, agencies, or external organizations to ensure smooth IT operations in crisis contexts. Develop and implement IT strategies to support CDC's emergency response capabilities and field operations. Coordinate with senior IT, management, and program officials across Centers, Institutes, and Offices to identify opportunities for enhancing emergency IT infrastructure and field staff support systems. Manage and coordinate IT resources for OCIO to support Public Health Responses, including support for Port Health Stations and Emergency Operations Centers. Rapidly deploy IT solutions to meet urgent needs in crisis scenarios. Maintain comprehensive documentation of emergency IT systems, including security protocols, disaster recovery plans, and standard operating procedures for crisis scenarios.

Qualifications

Basic Qualifications: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Minimum Qualifications: To qualify at the GS-14 grade level, you must have at least one year of specialized experience at or equivalent to the GS-13 grade level, which must include the following experience: leading a team in identifying, distributing and balancing workload and tasks among employees in accordance with established priorities to ensure timely accomplishment of assigned team tasks and ensuring that each employee has an integral role in developing the final team product and experience working across organizational boundaries to remove IT barriers and meet business objectives. . Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
