This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Chief, Support Operations Branch (DAMO-ODS) for the Operations, Readiness, and Mobilization Directorate (DAMO-OD), Deputy Chief of Staff G-3/5/7, Headquarters Department of the Army (HQDA).

Duties

Provide advice, counsel and instructions to subordinates staff on designated tasks and all administrative matters. Serve as the principal Human Resources (HR) Advisor and executor on matters relating to Military, Civilian, and Contractor administrative support, manpower, physical security, and safety for all employees Serve as the Contracting Officer Representative (COR). Position requires in-depth knowledge of AR 35-1 and incumbent must have basic knowledge of contracting procedures/policies. Serve as the immediate supervisor for both civilian and military personnel, as well as the Contracting Officer Representative for Contractor staff. Supervise the development and execution of the Directorate’s Budget Program. Monitor and review obligations, expenditures, reimbursable orders, analyzes trends in fund utilization, and prepares periodic organization cost and performance reports to compare actuals with multiyear forecasts.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
  • The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program).
  • Must pass urinalysis testing, as required prior to appointment and periodically thereafter.
  • THIS IS A FINANCIAL MANAGEMENT Level 1 Certified position
  • This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Qualifications

A term position is time-limited and may be extended to a maximum of eight years. Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes providing technical advice on administrative matters to include logistics, travel, security, facilities management, knowledge management, and manpower; managing the overall development and execution of a budget program to include administering annual funding, allocating funds, and reviewing expenditures; advising on human resources matters such as military, civilian, and contractor pay issues, administrative actions, training, and policy compliance; and facilitating all aspects of contract management to include documenting performance of contract status, tracking deliverables, and monitoring contract requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
