About the Position: The purpose of this position is to perform a variety of accounting and budget-related functions, to provide technical advice to the Chief, Finance & Accounting, and to serve as Customer Service Representative (CSR) for the District. Relocation and Recruitment incentives, including student loan repayment, may be offered to highly qualified candidates.

Duties

Ensure that the Chief Financial Officers Act (CFO) and Army’s Financial Management Plan are implemented. Responsible for Payroll CFO issues. Plan, schedule and conduct management or organizational studies. Examine pay authorization documents for accuracy, authority, completeness and conformity to regulatory and statutory requirements. Maintain local Corps of Engineers Financial Management System (CEFMS) and Payroll tables. Act as Resource Management lead for coordinating and implementing approved reorganizations and payroll related personnel issues.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a Financial Management Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Minimum Qualifications for the GS-09: Specialized Experience: One year of specialized experience which includes: providing assistance on payroll related issues for employees; AND utilizing financial management systems to perform analysis of financial data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Public Administration, Finance, or Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Minimum Qualifications for the GS-11: Specialized Experience: One year of specialized experience which includes: acting as a customer service representative; processing payroll, leave, and/or timekeeping documents; providing assistance on payroll-related issues and/or reorganizations; and acting as a payroll point of contact for internal or external customers such as employees, managers, human resources, and others. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Public Administration, Finance, or Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
