About the Position: Serves as a contract specialist responsible for pre-award and post-award contract, grants, and cooperative agreement actions, including price/cost analysis, negotiation, and administration for services, construction and architect-engineer (A-E) requirements associated with Civil Works funded projects, Hazardous Toxic and Radiation Waste (HTRW) projects, military projects, and work for others.
Duties
Reviews requests for the procurement of specialized or complex items and equipment, extensive technical services, and/or unique construction.
Prepares solicitation/amendment documents incorporating provisions such as cost accounting standards, cost or pricing data, special testing requirements, Government-furnished property, and payment provisions as required.
Prepares required determinations and findings, and prepares and assembles solicitation document.
Responsible for contract management on assigned contracts, grants, and cooperative agreements during the post-award phase of the procurement cycle assuring timely receipt of all contractual data specified.
Prepares responses to all contractual correspondence with contractors, including requests for contract deviations from contract compliance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent may be required to travel/perform Temporary Duty (TDY) up to 5%.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
- This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the sequenced position.
- Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
- Advanced Career Level Certification must be met within 4 years.
- Practitioner Career Level Certification must be met within 5 years.

In order to qualify, you must meet the education and experience requirements described below. Basic Requirement for Contract Specialist (all grades):Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience for GS-11: One year of specialized experience which includes: 11) Preparing and/or negotiating various types of contracts; AND 2) Analyzing proposals for compliance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
Specialized Experience for GS-12: One year of specialized experience which includes 1) Developing, negotiating, and modifying contracts plans and specification; AND 2) Performing pre and post award functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone for the GS-12. No substitution of education for experience at the GS-12 is permitted.
